Within the framework of the Funding Agreement No. /CCF/FEICOM/DG/CAJ/DCCC/2018 between FEICOM and the Bamnda City Council for the execution of the Public Investment Budget of 2019 financial year, the Government Delegate to the Bamenda City Council, hereby launches a restricted national invitation for the construction of the Bamenda City Conference Center in Mezam at Mulang Mankon in Division ofthe North West Region.

The Bamenda City Conference Center to be constructed comprises notably:

• multipurpose hall; with a capacity of 1000seats
• 01 auditorium: 420 seats
• 01 seminar hall;300 seats
• 01 BCC board room; 170 seats
• 01 meeting room; 40 seats
• 04 administrative offices
• 04 pre poffices; one for each hall
• 03 lounges/waiting areas; entrance hall
• 03 public toiletblocks 05 storage rooms
• 03 escape routes
• 01 lift and ramp
• 01 sheltered drop off
• Parking lot;300 cars
• 01 plaza; 2000m2

The different tasks to executed shalll be as follows

The estimated costafter preliminary studies standsat Seven Hundred and Eighty-One Million, OneHundred and Fifty-five Thousand, Five Hundred (781,155,500) Francs CFA all taxes inclusive.

The works are regrouped in a unique lot

Participation inthis invitation to tenderis reserved to the following enterprises;

Works which form the subject ofthis invitation to tender shall be financed by Public Investment Budget FEIGOM/Bamenda City Council for 2019 financial year.

The file may be obtained from the Cabinet of the Government Delegate to the Bamenda City Council at Mulang upon publication of the invitation to tender against payment ofthe non-refundable sum of three hundred andtwelve thousand (312,000) CFA francs, payable at Bamenda City Council Treasury.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in five (05) copies including the original and four (04) copies marked as such. These shall be submitted in onesealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file), The sealed pack shall bear no information on the enterprise, and should reach the Cabinet of the Government Delegate to the Bamenda City Council, not later than (See schedule above), and should carry the inscription:

In case of any ambiguities or differences, only the original shall be considered authentic.

The maximum duration of execution provided for by the Contracting Authority shall be five calendar (05) months, as from the date of notification of the contractor by the control engineer tostart work.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file. Issued by an approved Insurance company, (see list in document No. 12 of this tender file), of an amount of fifteen million six hundred and twenty-three thousand one hundred and ten 15,623,110 Francs CFA, valid for thirty (30) days as from the date of validity of the offers. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required performance guarantee for good execution is provided.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. Any bid not in compliance with the prescriptions ofthe Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by theMinister in charge ofFinance..

The opening of the bids in one phase shall be done on the 15th May, 2019 at 1.00 pm prompt in the Conference Hall of the Bamenda City Council by the sub commission for analysis. Only bidders may attend or be duly represented by a person of their choice, who hasfull knowledge ofthefile and mandated in that capacity.

Evaluation criteria The evaluationof bids shall be carried out in three stages:

> 1st stage; verification of the conformity of each administrative document;

> 2nd Stage:Evaluation technical bids;

> 3rd stage: Analyses of Financial bids.

The criteria of evaluation shall be as follows:

-Eliminatory criteria

- Absence of a document in the administrative file;

- Deadline of execution more than the prescribed:

- False declaration or falsified documents;

- Absence or insufficient bid bond;

- Omission of a quantified task on the bill ofquantities and cost estimates

- Absence of references of execution of similar jobs

- Enterprise with an abandoned contract oruncompleted above contractual deadline.

- Non satisfaction of at least 1/3 of the criteria on references.
 Main Qualification criteria:

The criteria relating to the qualification of candidates could indicatively be on the following;

• Financial situation

• Experience
• Personnel

• Personnel

• Equipment.

• Methodology/organization of the site

The Contract shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender tile i basis ofthe lowest bid and technical quality, confer article 33 of the public contracts code.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline submission of bids.
