1.Objet New(Additif)

Within the framework of the Public lnvestment Budget 2019, the Senior Divisional Officer for the Kupe- muanenguba Division, Contracting Authority, hereby relaunches an Open National Invitation to Tender FOR THE CONSTRUCTION OF AN INSPECTORATE OF BASIC EDUCATION IN THE DISTRICT OF NGUTI IN KUPE MUANENGUBA DIVISION

2.Consistance des prestations New(Additif)

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 27 500 000 FCFA

4.Participation et origine New(Additif)

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2019 financial year; Budget Head No 53 15 198 19 471940 2220 422

6.Consultation du Dossier New(Additif)

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the Senior Divisional Office BANGEM, Service of award of Contracts

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Service of award of Contracts, Senior Divisional Office BAGEM upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 40 000 FCFA, at the Divisional Treasury BANGEM

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Service of award of Contracts, Senior Divisional Office BANGEM, not later than at 10 a.m. local time and labeled.

9.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of 550,000 FCFA with a validity period of ninety (90) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shah be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shah Iead to outright rejection of the bid without any possibility of appeal.

11.Ouverture des Plis New(Additif)

The bids shah be opened in a single phase on 20/06/2019 at 12 noon local time by the Tender Board of the Contracting authority in the Conference Hall of the Divisional Office BANGEM, in the presence of the bidders or duly authorized representatives having full knowledge of the file.

12.Critères d'évaluation New(Additif)

A bid shall be rejected if:

It lacks any Administrative document and the document is not made available in 48 hours;

The technical score is less than the minimum required;

It has any fake or forged document;

It lacks any quantified unit price;

It cardes any false information.

It does not respect the model documents

The bidder has antecedents of abandoned or uncompleted projects.
