Within the framework of the 2019 Public Investment Budget, the Senior Divisional Officer for Kupe
Muanenguba on behalf of the Minister of secondary education hereby relaunches an Open National
Invitation to Tender by emergency procedure FOR THE CONSTRUCTION OF A BLOCK OF
TWO (02) CLASSROOMS AT GHS NGUTI

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications

The estimated cost after preliminary studies is 22 000 000 FRs.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2019 financial year budgetary head: 5325331015619402222

The file may be consulted during working hours at the office of the Senior Divisional Officer for KUPE MUANENGUBA as soon as this notice is published

The file may be obtained from the office of the Senior Divisional Officer for Kupe Muanenguba as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 40.000 FCFA for each lot, payable at the Divisional Treasury BANGEM.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Senior Divisional Officer for Kupe Muanenguba not later than 20/06/2019at 10am and should carry the inscription:

administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of

440 000fcfa and valid for thirty (30) days beyond the date of validity of bids The absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shah lead to butright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on the 20/06/2019 at 11am local time by the Tenders Board of the Contracting Authority in the Conference Hall of the SDO for Kupe Muanenguba. Only bidders may attend or their duly accredited representatives with Power of Attorney.

1. i.                    Main Eliminatory Criteria

A bid shall be rejected if:

It lacks any Administrative document and the document is not made available in 48 hours ;

The technical score is less than the minimum required;

It has any fake or forged document;

It lacks any quantified unit price;

It carries any false information.

It does net respect the model documents

The bidder has antecedents of abandoned or uncompleted projects.

The criteria for qualification of candidates should be on the following:
