Within the framework of the Kumba City Council Investment Budget for 2019, the Government Delegate to the Kumba City Council, Contracting Authority, hereby launches an open National Invitation to Tender (BY THE EMERGENCY PROCEDURE) FOR SUPERVISION/ TECHNICAL CONTROL OF WORKS FOR THE CONSTRUCTION OF A GRAND STAND IN THE KUMBA CITY COUNCIL MUNICIPALITY, MEME DIVISION, SOUTH WEST REGION
The works shall comprise technical control and monitoring with the following missions:
- Management of execution works;
- Scheduling and piloting of works;
- Assistance to acceptante operations
- Preparation of reports;
Further details are provided in the technical specifications and the estimate details.
The estimated budget inclusive of taxes, after preliminary studies is: Tweleve Million (12 000 000) FCFA
Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities

The complete tender file may be obtained from the Secretariat of the Government Delegate to the Kumba City Council upon presentation of a Municipal treasury receipt attesting the payment of a non-refundable sum of Twenty thousand ( 20 000 ) FCFA
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the Secretariat of the Government Delegate to the Kumba City Council, against a receipt not later than 18/06/2019 at 11.00 am, local time in three (03) distinct envelops which shall be labelled as follows:
- Envelop A: Administrative documents;
Envelop B: Technical offer; - Envelop C: Financial offer.
These three (03) envelopes will be put in a fourth one which shall be labelled imperatively as follows:
The maximum time frame provided by the Project Owner or Delegated Contracting Authority for the execution of the services forming the subject of this invitation to tender is Six (06) months, with effect from the date of notification of the notice to commence services
Each bidder must inciude in his administrative documents, a bid bond of amount Two hundred and forty thousand (240,000) FCFA issued by a first-rate banking establishment approved by the
Ministry in charge of finance and whose list is found in document No. 12 of the Tender File with a validity period of ninety (90) days from the date the bids are opened.

"To be opened only during the bid-opening session"
The bids shall be opened in a single (01) phase on the 18/06/2019 at 12.00 am local time by the Tenders Board of the Contracting Authority in the City Council Conference Hall, in the presence of the bidders or duly authorized representatives.
- Absence of bid bond or any other relevant administrative document;
- False declaration or forged document,
- A technical score of less than 75%,
- Not showing proof of financial solvency (available credit line) of at least six million (6,000,000) FCFA;
- omission of a quantified unit price in the financial offer;
ii. Essential criteria
Technical proposais
The technical proposais shall be evaluated as per the following essential criteria:
- Qualification of experts and their experience in the project field (50 points);
- Technical resources and equipment to be deployed (20 points);
- References of the consulting firm (15 points).
- Technical Approche and Methodology of Supervision/control envisage (15 points)
Financial offer
Only the financial offers of tenderers pre-selected after the evaluation for compliance of the
administrative documents (stage 1) and the assessment of the technical proposais (stage 2) shall be evaluated as per the following criteria:
NM = MMd x 100/MS
NM = Tenderer's financial mark; MMd= Lowest bidder's amount; MS = Tenderer's amount.
The contract will be awarded to the bidder who complied with the special regulation of the invitation to tender and is technically apt and whose final mark calculated following the formula below is highest:
N = [(75 x Technical mark) + (25 x Financial mark)] / 100 N: stands for the technico-financial mark
The Contracting Authority can refuse to award the contract to a bidder who had unsatisfactory performances (evaluation mark awarded by a monitoring commission of less than 12/20 during the past two years).
The contract will be awarded to the bidder who complied with the special regulation of the invitation to tender and is technically apt and whose final mark calculated following the formula above is highest:
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
