Within the framework of the execution of the Public Investment Budget of 2019, The Lord mayor of the Kumba I Council, the Contracting Authority, hereby launches an Open National Invitation to Tender (BY EMERGENCY PROCEDURE) for the construction of a block of Two (02) Classrooms at GPS Group IV Kumba Town in the Kumba I Sub Division, S.W.R.
The works comprise the following:
Preparatory works,
Earth works,
Foundation works,
Masonry/ elevation works
Carpentry, roofing and ceiling works,
Metallic and wood works,
Electricity works,
Coatings/claddings
Painting works,
External drainage works(VRD),
Works of this invitation to tender shall be financed by Public Investment Budget of the 2019 financia! year.PROVISION: TWENTY ONE MILLION (21. 000.000) FRANCS CFA
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender

The complete tender file may be obtained from the Contract office — KUMBA I Council upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of Fifty Thousand (50 000) FCFA into the Kumba I Council Treasury
Each bid drafted in English or French in seven (07) copies including one (01) original and Six (06) copies marked as such, should reach the Contracts Office for Kumba I Council, against a receipt not later than 21st of June 2019 at 12.00pm, local time in three (03) distinct envelops which shall be labelled as follows:
Envelop A: Administrative documents;
- Envelop B: Technical offer;
- Envelop C: Financial offer.
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:
The maximum period provided for the execution of the works by the Authorising Officer is fixed at: Three (03) months
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible.

FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS AT GPS GROUP IV

THROUGH THE EMERGENCY PROCEDURE
The bids shall be opened in a single (01) phase on the 21e of June 2019 at 1.00pm local time by the Tender Board of the Kumba I Council in the KIC conference hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- Forged documents in the Tender Files;
- History of bad execution of similar work or on-going legal suit with Government;
- Absence of attestation of site visit signed by the Head Teacher of the school in question.
- Non respect of models of Tender file;
- Knowledge of on-going execution of more than two (02) other jobs.
- Absence of a document in the administrative file.

The criteria relating to the qualification of candidates could indicatively be the following
The non-respect of two (02) criteria out of seven (07) shall cause the elimination of the bid.
The contract shah be awarded te the bidder with the Iowest realistic financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
