On The Minister of Economy, planning and Regional Development, Foreman, The Governor of Far North Region, Contracting Authority, hereby launches an Open National Invitation to Tender for the Rehabilitation works of the Yagoua District Hospital Center in the Yagoua subdivision, Mayo Danay Division, Far North Region.
The works comprise the following tasks inter alia:
- Preparatory works Studies;
- Excavations;
- Foundations;
- Masonry and elevation;
- Carpenter et couverture;
- Miniseries;
- Electricity;
- Plumbing and Sanitary;
- Revetment;
- Painting;
- General cleaning.
As far as works are concerned, an estimated amount of: Two hundred and Seventy-nine Millions Five Hundred and fifty-four thousand and Five hundred thirty-five (279 554 535) CFA Frcs
SINGLE LOT
The involvement in this invitation to tender is open with equal conditions to Cameroon-Law related firms and companies experienced in Building and Civil Engineering.
By this invitation to tender, interested companies are called upon to provide authentic information which will be useful for the choice of the one that can meet the needs of the required service after an in-depth and objective appraisal of its application file.
As far as works are concerned, an estimated amount of: Two hundred and Seventy-nine Millions Five Hundred and fifty-four thousand and Five hundred thirty-five (279 554 535) CFA Frcs is allocated for this contract by The MINEPAT’S Public Investment Budget part of the Fiscal Year 2019 and follows, line 53 94 709 04 110000 2209.
The tender file may be consulted at working hours in the support unity to launch located at the Far North Governor’s services
The tender file may be obtained at the Far North Governor’s services, upon publication of this invitation to tender and submission of a receipt attesting to the payment at the treasury of the finances of Maroua of a non-refundable sum of One Hundred Ninety Thousand (190,000) CFA Francs into the Public Treasury. This amount represents the file’s fee purchase
Seven copies of each tender application written either in English or in French; vison (01) original document and six (06) copies labelled as such, in accordance with the invitation to tender should be submitted in a sealed envelope against a receipt at the Far North Governor’s services in Maroua, market by 01 JULY at 14.30 am (local time).
They should bear the following:

NB: Beyond the submission’s deadline tenders will no longer be received.
The execution deadline sets by the Project Owner is Five (05) months. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of contract.
Each applicant will include in his administrative file a deposit (in compliance with the model attached) issued by a first- class banking institution approved by the Ministry in charge of Finance and who’s the list features in Document 12 of the tender file, and valid for thirty (30) days with effect from the tender validity deadline. The deposit’s amount stands at five million five Hundred and ninety-two thousand (5.592.000) CFA F.
Lest they be rejected, should compulsory be submitted only the originals and copies of the other required administrative documents (valid) certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation.
They must date less than three (3) months and valid on the day of the tender disclosure.
Tenders disclosure will be done in one stage on 01 JULY at 15.30 am prompt at the meeting Hall of the Regional Delegation of the Far North Region in the presence of the tender applicants. Only them may attend the opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.
Tender evaluation will be done in three (3) stages:
- First stage: Verification of the administrative file regularity.
- Second stage: Technical appraisal of the administrative tender attested as regular.
- Third stage: Verification of the financial offer of those companies who’s the tender files have been previously admitted as far as technical and administrative stages are concerned.
The tender evaluation criteria are the followings:

Technical proposal
a) Incomplete or non-compliant file
b) False declaration or forged document
c) The turnover of at least two hundred and fifty million (250.000.000) CFA F for the last three (3) years in Building and Public Works sector.
d) Failure to show proof as the building contractor of a building site as far as building’s construction is concerned over the last three (3) years.
e) Absence in the technical proposal of a column indicating the organization, planning and understanding of the project.
f) Failure to score at least thirty-nine (39) essential criteria over fifty-four (54).
Financial offer
a) Incomplete financial tender
b) Non-compliant file
c) Omission of a quantified unit price from the price schedule
d) Absence of prices sub-detail.
ESSENTIAL CRITERIA
Assessment of the technical proposal will be carried out on the basis of fifty-four (54) main criteria shared as follows:
a) Presentation based on two (2) criteria
b) The company’s training personnel based on fifty (15) criteria
c) The availability of the required equipment based on twelve (12) criteria
d) Work planning based on thirteen (13) criteria
e) The company’s prefinancial references and abilities based on twelve (12) criteria.
A Governor of the Far North Region, Contracting Authority grants the contract to the applicant whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.
Applicants will be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
Some technical information may be obtained during working hours either at the services of the Governor of the Far North Region or at the Regional Delegation of MINEPAT of the Far north.
