The provislonal delivery deadiine per lot provlded for by the Contracting Authority shall be three
(03) months, including the possible constraints related to the site situation such as accessiblilty and climate conditions, from the date of notification of service order to start works.
It is due to the bIdder to propose in his offer a carrying out calendar that goes In the deadiine
indicated above.

The offers should be accompanied by a bid bond issued by a first rate-bank approved by the MInIstry in charge of finance of an amount of 1%of the predicted amount per lot.

Each bidder must Include in his administrative documents, a bid bond issued by a first rate-bank
approved by the MInIstry in charge of finance of an amount of one per cent of the predicted amount of each Project, vaiid for sixty (60) days from the day of opening of bids.
Under pain of being rejected, only origlnals or true copies certified by the Issuing service or
administrative authorities (senior Divislonal Officers, Divisional officers...) of the administrative documents required, Including the bid bond, must imperatively be produced inaccordance with the Spécial Conditions of the invitation to tender. They must obligatory not be older than three months or must not be produced after the signing of the tender file.
Any offer not In conformity with the prescriptions of this notice and tender file shall be declared
Inadmissible. Especlally, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

The bids shall be opened in one (01) phase.
The opening of the administrative documents, the technical and financial offers shall take place on
the 04/11/2016 at 11 am local time bythe UPPER NYONG Divisional.
Only bidders may attend or be duly represented by a person of their choice.

A- Main eliminatory criteria.
1- Administrative offers.
1) Absence of an essential administrative document;
2) Counterfeit essential document;
3) Non conformity of an essential document after the 48 hours regular extension.
2- Technicai offer
1) False déclaration or counterfeit document;
2) Having not gather at least 70% of "Yes" in qualification criteria;
3) Unit prices mémo not completed at above 20 % ;
3- Financial  Order
1) Omission, In the unit price mémo or the estimate, of the price of a quantified task;

N.B. The certified copies of the previousiy legalized documents wlli be systematically rejected.

B- Main qualification criteria.
The criteria relations to the qualification of candidate are indicated as followed:
1) Financial resources Yes/No;
2) Supplier's référencés Yes/No;
3) Methodology of work Yes/No;
4) Supply planning and work planning. Yes/No;
5) Expérience of supervisory staff. Yes/No;
6) Avallability of material and essential equipment Yes/No;
7) Compréhension of the project Yes/No;
Only bidders that technical offers have recelved at least 70% of "Yes" wlll have their financial
offers analyzed.

The contract will be attributed to the bidder whose:
1- Administrative offer will be declared conform;
2- Technical offer will be declared conform and have gathered at ieast 70 % of "Yes" in qualification    crlteria;
3- Finandal offer, after ail corrections In conformity with the Partlcular Régulation of the invitation to tender, will be declared conform in relation to the Technical clauses of the invitation to tender, and classified the fewer proposition.

Bidders will remain committed to their offers forsixty (60) days from the date set for the delivery of
offers.
