Within the framework of the implementation of the Annuel investment Plan of Mundemba Council for 2019 the Mayor of Mundemba council - Ndlan hereby launches an invitation to tender [Open National Invitation to Tender (ONIT) for the For the Construction of Zootechnical and Veterinary center at Mundemba Town (Mundemba council area)
The estimated cost after preliminary studies is 30.000.000 (Thirty million) frs
The works are divided into 01lot.
Participation in this invitation to tender is open to all registered Cameroonians enterprises, with the necessary technical and financial and legal capacities.
Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget of the 2019 financial year, budget head No. 53 31 407 01 84 1936 2220 821, Record Number: It.105215

Each bid drafted in English or French in Seven (07) copies including the one (01) original and Six (06) copies marked as such, should reach the Secretarlat of Mundemba councli Tel: 877 146 346 not later than 09/07/2019 at 10 AM and should carry the inscription: Bids deposited after 10a.m shall not be accepted
The maximum deadiine provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the Tender File, of an amount of [ 600.000] frs and valid for ninety (90) deys beyond the date of validity of bids

The bids shah' be opened In a single phase (The opening of bids is single-phased. However, for complex projects that were the subject of pre-qualification, the opening shah' be doublephased

Essentiel criteria are Chose that are primordial or key in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. They must be determined in relation to the nature and content of the works to be executed.
Indicatively, the criteria related to the qualification of candidates will be on:
¨ General Presentation
¨ - Turnover (minimum 25 million as specified on the business license):
¨ - Access to a credit or other financial resources (at least 20 million):
¨ - Contractes references in similar works
¨ - Experience of supervisory staff
¨ - Working Planning / Methodology of work.
The contract shah! be awarded ho the bidder with the least financial offer having the technical and administrative files which are in conformity with the documents
[financial offers which are abnormally low shall be subject to a written or oral justification by the bidder before due consideration to him].
Bidders will remain committed to their bids for [90 days] from the deadline set for the submission of bids.
