1.Contexte New(Additif)

The Government of Republic of Cameroon has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of USD 57,457,000 toward the cost of the Establishment of Garoua Referral Hospital Project and intends to apply a portion of the proceeds of this loan to payments under the contract for the Establishment of Garoua Referral Hospital Project.

2.Objet New(Additif)

The Project Executing Agency (PEA) now invites sealed bids from eligible bidders for the Establishment of Garoua Referral Hospital with supplying medical equipment and training for hospital operation.

3.Consistance des prestations New(Additif)

Bidding will be conducted through Competitive Bidding (CB) procedures, single-stage and two-envelope specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria.

This Invitation for Bids is open to bidders only who are the combination of entities in the form of a Joint Venture or Association/Consortium (JVA), which shall include at least a construction company and a medical equipment supply company, under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent.

a. For all bidders

  1. A Bidder, and all parties constituting the Bidder, shall have the nationality of Republic of Korea.
  2. All pending litigations shall be treated as resolved against the bidder and so shall in total not represent more than fifty percent [50%] of the bidder’s net worth. (Each partner in the JVA must meet the requirement)
  3. Bidder's last three [3] years average and last year net worth calculated as the difference between total assets and total liabilities should be positive, respectively. (Each partner in the JVA must meet the requirement)
  4. Bidder in bankruptcy status to Korean Law or Act as of the submission for bid proposal of this invitation for Bids is prohibited from joining this tender.

 

 

b. Construction Company

  1. Average annual construction turnover for the last three [3] years shall be US$ 46,536,000,000 [Forty thirty Six Million Five Hundred Thousand US Dollars] or more calculated as total certified payments received for the contracts in progress or completed. At least one partner in the construction JVA must meet not less than fifty percent [50%] of the requirement, and each construction partner should meet not less than 120%/N of the requirement (N: number of partners).
  2. The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of US$ 4,000,000 [Four Million US Dollars] and the overall cash flow requirements for this contract and its current works commitment. At least one partner in the construction JVA must meet not less than fifty percent [50%] of the requirement, and each construction partner should meet not less than 120%/N of the requirement (N: number of partners).
  3. The bidder shall have experience under construction contracts in the role of contractor or subcontractor for at least the last five [5] years from the deadline for bid submission and each partner in the construction JVA must meet the requirement.
  4. Bidder should have the construction projects successfully completed in the role of contractor specified below;
  • at least one general building (but not limited to hospital) construction project in or outside its country of origin for the last ten [10] years from the deadline for bid submission, each with a value of at least US$ 46,536,000,000 [Forty Six Million Five Hundred Thousand US Dollars]. (at least one partner in the construction JVA must meet the requirement);
  • at least one [1] hospital construction (minimum GFA 20,000 m2or 200 beds and shall include civil, structural, architectural, mechanical and electrical works project as a new contract of construction within the last ten [10] years from the deadline for bid submission in or outside of its country of origin (at least one partner in the construction JVA must meet the requirement);
  • at least one [1] construction project (general or hospital project) required in Bidder’s Qualification means the projects including supply and construction of materials and facilities(including mechanical and electrical equipment) and at least one year warrant services for the building and minimum contract amount US$ 5,000,000 [Five Million US Dollars], not limited to general building and hospital) that have been successfully completed within the last ten [10] years from the deadline for bid submission outside of its country of origin. (at least one partner in the construction JVA must meet the requirement);

c.Medical Equipment Supply Company

  1. Average annual turnover for the last three [3] years shall be US$ 12,000,000 [Twelve Million US Dollars] or more calculated as total certified payments received for the contracts in progress or completed. At least one partner in the medical equipment JVA must meet not less than fifty percent [50%] of the requirement, and each partner should meet not less than 120%/N of the requirement (N: number of partners).
  2. The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of US$ 2,000,000 [Two Million US Dollars] and the overall cash flow requirements for this contract and its current works commitment. At least one partner in the medical equipment JVA must meet not less than fifty percent [50%] of the requirement, and each partner should meet not less than 120%/N of the requirement (N: number of partners).
  3. The bidder shall have experience under medical equipment supplying contracts in the role of supplier or sub-supplier for at least the last five [5] years from the deadline for bid submission and each partner in the medical equipment JVA must meet the requirement.
  4. Bidder should have the medical equipment supplying projects successfully completed in the role of supplier specified below
  • at least one [1] Similar project (minimum contract amount US$ 65,000,000 [FiveSix Million US Dollars] that have been successfully completed in the last ten [10] years from the deadline for bid submission in or outside of its country of origin. (at least one partner in the medical equipment JVA must meet the requirement);
  • at least one [1] similar project (minimum contract amount US$ 26,000,000 [SixFTwo Million US Dollars]) as supplier that have been successfully completed including supply, installation, maintenance and training in the last ten [10] years from the deadline for bid submission outside of its country of origin. (at least one partner in the medical equipment JVA must meet the requirement);
  •  In this tender document “Similar project” means the project including delivery, installation, training and warranty of medical equipment which coincides with not less than 20% of the number of major medical equipment supplied for the project. Medical furniture and surgical instruments will not be counted. Major medical equipment list will be provided.
4.Participation et origine New(Additif)

A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500. The method of payment will be by cash. The documents may be collected by hand at the below office or will be sent by courier at an additional cost of US$150 for overseas deliveries. Ministry of Public Health shall not be responsible for any postal delay.

5.Remises des offres New(Additif)

Bids must be delivered to the address below at or before [11h and 17 jan 2017. All bids must be accompanied by a bid security of USD one (1) million. Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below at [11h to the studies and projects division and 17 jan 2017.
