The Director General of the South West Development Authority                 (SOWEDA) hereby launches a Request for the Expression of.Interest for the Pre-Qualification of Consultancy Firms to Audit the Accounts and Financial Statements of SOWEDA for the 2019 Financial Year.

The Director General of the South West Development Authority                 (SOWEDA) hereby launches a Request for the Expression of.Interest for the Pre-Qualification of Consultancy Firms to Audit the Accounts and Financial Statements of SOWEDA for the 2019 Financial Year.

The services that are subject of this request for expression of interest shall involve the audit of the accounts and financial statements of SOWEDA for the 2019 financial year, following international audit standards (IAS).

Participation in this expression of interest is open to all Cameroonian based consultancy _firms with sufficient technical competence and national experience in the audit of accounts.

The services which are the subject of the Invitation to Tender that shall be launched subsequent to this Request for Expression of Interest shall be financed by SOWEDA. 2020 running budget.

The opening and evaluation of application files in view of pre-qualifying the consultancy firms shall be carried out at SOWEDA, Buea.

Each Expression of Interest should consist of an Administrative File and a Technical Proposal sealed in separate envelopes, written in English or in French and submitted in five (05) copies each, of which one (01) original and four (04) copies.

All Expressions of Interest should be submitted at the Secretariat of the Director of Administration and Finance of SOWEDA, P.O. Box 336 Buea, South West Region on or before 05th February 2020 at 12:00 p.m. prompt.

The file shall be contained in a single and sealed envelope addressed to the Director General of SOWEDA, P.O. Box 336 Buea bearing the inscription:

"Request for Expression of Interest AT° 001/REI/SOWEDA/20 of 20/01/2020 for the Pre-Qualification of
            Firms to .udit the 2019 Accounts and Financial Statements ofSOWEDA".

Technical Proposal.

The technical documents shall include:

a)  Brief presentation of the consultancy Firm

b)  A statement of capability and experience indicating that they are qualified to perform the
        services required. This should be supported by brochures, attestationJevidence and description of
        experience in similar assignments accomplished and duly received, availability of appropriate
        skills among staff etc. Signed CVs and copies of certificates of staff must be included.

. Essential Criteria:

a. Proof of references in similar jobs

b.  Absence of any of the requirements or conditions stated about the personnel

9. Eliminatory Criteria

• Incomplete administrative documents

•  False declaration or falsified document

•  Lack of appropriate personnel.

. Indicative Selection Criteiria

The consultants shall be pre-selected on the basis of:

-  Experience, especially in similar assignments (45/100)

-  The caliber of human resources in relation to this assignment (45/100)

-  General presentation of file (10/100).
