Within the framework of the execution of the 2019 State Budget, the Mayor of Muyuka Council hereby launches by emergency procedure, an opennational invitation to tender FOR THE CONSTRUCTION OF A FENCE ALL ROUND THE WOMEN EMPOWERMENT CENTER AND A SECUR

The works comprise notably:

This involves the realisation of the tasks outlined in the bills of quantities and cost estimates

and elaborated in the special technical clauses comprising notably:

Preliminary works involving ; Studies and mobilization

Forth works ;

- Foundation works Elevation works ;

- Metallic gate

- Electricity works ; Painting Works ; Etc

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies stands at fifteen millions (15.000.000) FCFA.

4.Participation et origine New(Additif)

The tender is open to duly registered Cameroonian Enterprises that fulfil the requirements of this invitation to tender.

5.Financement New(Additif)

Works which formed the subject of this invitation to tender shall be financed by the PUBLIC INVESTMENT BUDGET 2019 of MINPROFF

6.Consultation du Dossier New(Additif)

The tender file may be consulted during working hours at the secretariat of the Muyuka Council

7.Acquisition du Dossier New(Additif)

The tender file may be acquired from the secretariat of the Muyuka Council; upon presentation of a non-refundable treasury receipt (payable at the Council Treasury) of Thirty Thousand (30.000) FCFA. Such a receipt shall identify the concerned bidder.

8.Remises des offres New(Additif)

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the Office of the Muyuka Council Infernal

9.Delai de Livraison New(Additif)

The maximum duration of execution provided for by the Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start wor k.

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents, a bid bond that respects the models of this tender file, issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see list in document No. 12 of this tender file), of an amount of two hundred thousand (200.000)FC FA.

Bid bonds for unsuccessful bidders shall be withdrawn not Pater thon fifteen (15) days alter the award of the contract and those of successful bidder shall be retained until the required performance guarantee for good execution is provided

12.Ouverture des Plis New(Additif)

The opening of the bids in one phase shall be done on the 19/07/2019 at 12:O0noon prompt
in the Conference Hall at the Muyuka Council Internai Tender's board.

Only bidders may attend or be duly represented by a person of their choice, who has a full knowledge of the file and mandated in that capacity

13.Critères d'évaluation New(Additif)

Absence of a document in the administrative file within 48 hours following the

opening of bids;

- Deadline of execution more thon the prescribed duration;

- False declaration or falsified or scanned documents;

- Absence or insufficient bid bond;

- Omission of a quantified task on the bill of quantifies and cost estimates

- Enterprise with an abandoned contract or uncompleted project (above 10% lateness

penalties without due justification) in the South west Region.

- Non satisfaction of at least75% of the main qualification criteria.

14.2. Main qualification criteria: The evaluation of the bids shall be done on predefined iechnical criteria on a global mark of 100. The criteria relating to the qualification of candidates could indicatively be on the following:

Financial situation.
Experience of the enterprise.
Personnel to be mobilized.
Equipment put cit the disposai of the project.
Methodology/organization of the site.

14.Attribution New(Additif)

The jobbing contracts shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code.

15.Durée Validité des Offres New(Additif)

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained every day during working hours from the Office Muyuka
