Within the framework of the Public lnves ment Budget 2019, the Lord Mayor of Menji Council Contracting Authority, hereby launch an open National Invitation to tender for DRILL Of Boreholes With Hand Pump (WHP) AT Atoangeh Fontem Subdivision Of The Lebialem Division South West Region
The works that are subject of the present tender consist of: Preliminary works;
Drilling works;
Design-Cleaning and Development-Pumping test; Superstructure and manual pump installation; Maintenance. System.
The total estimated cost of the project after preliminary studies is (8 000 000) FCFA.
Participation in this invitation to tender is open to ail registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.
The file may be consulted during working hours at the Menji Council Tender Board as soon as this notice is published.
The file may be obtained from the same address above as soon as this notice is published against payment of the sum of 20 000 (Twenty thousand) francs CFA, payable at the Public treasury.
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, qould reach the Menji Council Tender board, against a receipt not later than 17/07/2019 at 10 a.m. local time in three (03) distinct envelopes which shall be labelled as folloWs:
The maximum execution deaciline of the work shah be 03 (Three) months from the date of issue of Service Order for the commencement of works.
Each bid shall be accompanied by a bid security of FCFA 1600 000 (one hundred and sixty thousand).
Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, qould reach the Menji Council Tender board, against a receipt not later than 17/07/2019 at 10 a.m. local time in three (03) distinct envelopes which shall be labelled as folloWs:
Envelop A : administrative documents;(spiral bound with ail pages numbered), Envelop B : technical offer;(spiral bound with ail pages numbered), Envelop C : financial offer.(spiral bound with ail pages numbered).
These three (03) envelops will be put in a fourth one which shall be sealed and labelled imperatively as follows:

The offers shall be opened in a single hase. The administrative, technical and financial bids shall be opened on, the 17/07/2019 at 10.00 a.m., local time by the Tender Board
of the Contracting Authority in the Menji Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- 12.1: Main Eliminatory Criteria: Bids shall be rejected for:
* Absence of bid bond,
False declaration, forged or falsified document,
* A technical score less than 70%
• Absence of quantified unit price,

Only bids that would have obtained a minimum score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.
The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.
Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
Complementary technical information may be obtained during working hours from the Menji Council Tender board as soon as this notice is published.
