Within the framework of improving the infrastructure of the University of Bamenda, the Vice Chancellor of the University of Bamenda hereby launches an open national invitation to tender in emergency procedure for the construction of the administrative and pedagogic block of the
National Higher Polytechnic Institute (NAHPI) in the Bambili campus of the University of Bamenda.
The file may be consulted during working hours at the Development, Physical Plant and Infrastructure Office (service of contracts) of The University of Bamenda as soon as this notice is published.
The estimated cost after preliminary studies is 490 000 000 FCFA all taxes inclusive.
The works are in one unique lot.
Participation in this invitation to tender is open to all companies based in Cameroon involved in civil engineering works.
The project shall be financed by the MINESUP Public Investment Budget, Financial years 2019 and next, head No. 53 18731640 2813.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is 16 (sixteen) months.
Each bidder must provide in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in the Tender File, of an amount of 9 800 000 (nine million eight hundred thousand) FCFA, and valid for thirty (30) days beyond the date of validity of bids
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be
produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.
This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened in one phase. The opening of administrative documents and the
technical bids shall take place on 18 JULY 2019 at 12:00 am local time by the Internal Tenders
Board in the Vice Chancellor’s conference room at the University of Bamenda.
Only bidders may attend or be represented by a duly mandated person.
This shall be considered in the qualification of the bidder in the administrative file as stipulated in the essential criteria.

The non-respect of these criteria leads to the rejection of the bid
Absence of a bid bond
False declaration or forged document
To have abandoned the execution of a public contract in the last three years
Non-respect of 75% of the essential criteria
Absence of quantified unit price
Non-compliance with the models in the tender document.
ii...Essential criteria:
The bids of the bidders shall be evaluated under the following criteria:
To qualify for the financial analysis, the bidder must have a technical mark of at least 75% following the evaluation grid.
The contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the Tender File and has the required technical and financial capacities to execute the contract
satisfactorily, and whose bid will have been evaluated as the lowest
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
