Within the framework of the Public Investment Budget 2019, the Mayor of Menji council, Delegated Contracting Authority, hereby launches an Open National Invitation to Tender (Emergency Procedure) for the EXTENSION OF ELECTRICITY FROM COOPERATIVE TO SOME LOCALITIES WITHIN THE MENJI MUNICIPALITY: LOT 9 EFFEMMA MENJI LOT 2 NTESEH
The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications and the quantitative estimates.
The estimated budget inclusive of taxes is 6, 264,858 FCFA for each lot
The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender

The complete tender file may be obtained from the Menji Council Office, upon presentation of a municipal treasury receipt attesting to the payment of a non refundable sum of 15,000 F CFA for each lot
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Secretariat of the mayor of Menji council, not later than
30/07/2019At 10am local time and labeled.
The maximum time frame provided for the execution of the works forming the subject of this invitation to tender is three (03) months, with effect from the date of notification of the service order to commence work.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate
bank approved by the Ministry in charge of finance and recognized by COBAC
(Commission Bançaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of 130,000 FCFA for each lot with a validity period of ninety (90) days from the date the bid is opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably;
the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or,
Its non-compliance with the model documents of the tender file shah lead to outright rejection of the bid without any possibility of appeal.

The bids shah be opened in single (01) phase on 30/07/2019 at 1 lam local time by the Menji internli Tenders Board in the Conference Hall of Menji council, in the presence of the bidders or duly authorized representatives having full knowledge of the file.
Bid shall be rejected when:
v lack bid security
v Absence of quantified unit prices
Falsified or forge document
Bids submitted alter time limit
e• Technical evaluation mark less than 70%

The contract shall be awarded to the bidder whose bid will be judged essentially in compliance with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose financial offer was evaluated as the Iowest by including, where necessary, proposed rebates. A bidder can be awarded one or two lots.
Bidders shah be bound by their bids for a period of 90 (ninety) days with effect from the dateof opening of bids.
