Within the framework of the execution of the 2019 state budget, the State of Cameroon represented by THE SENIOR DIVISIONAL OFFICER FOR DONGA MANTUNG hereby launches under Emergency Procedure an Open National Invitation to Tender for The Supply of office Equipment at the Divisional Delegation of MINDDEVEL Donga Mantung Division, North West Region.

The servies of this contract comprise notably: Supply of office Equipment at the Divisional Delagation of MINDDEVEL, Donga Mantung, North West Region.

The total amount after preliminary studies stands for: six million  (6 000 000) F CFA

The works are is in one lot as follows: Supply of office Equipment at the Divisional Delagation of MINDDEVEL, Donga Mantung, North West Region.

Participation in this open national is opened to all interested and competent enterprises operating in Cameroon, with the necessary financial capacity, technical and professional expertise inthe domain.

The supplies which form the subject of this open national invitation to tender shall be financed by the MINDDEVEL public investment budget of the Republic of Cameroon for the 2019 fiscal year allotted to The Divisional Delegate MINEPAT, the authorizing officer.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) sets (01 original and 06 copies) marked as such. These shall be submitted in one sealed pack containing three (3) envelopes- (A-Administrative Documents, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the Senior Divisional Office Service of Public Contracts award (Tel: 676106712), not later than 16/07/2019 at 10.00 a.m and should carry the inscription:

The maximum deadline provided by the Delegated Contracting Authority shall be two (02) months, as from the date of notification of service provider by the control engineer to start the supplies.

Each bidder must include in his administrative documents, a bid bond that respects the models of this tender file, Issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see list in document No. 12 of this tender file), of an amount of 160,000Fcfa, valid for thirty (30) days as from the last date of

Submission of the bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than thirty (30) days after the award of the contract and those of successful bidders shall be retained until the required performance guarantee for good execution is provided.

On pain of being rejected, all documents shall be originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) presented in accordance with the Special Regulations of this Invitation to tender, not more than three (3) months old, preceding the date of submission of offers, without double certification, and not falsified. These shall be separated by colored separators from each other. Any bid that shall not be in conformity with the prescriptions of this notice and tender file shall be declared inadmissible.

The offers shall be opened in a single phase, on 16/07/2019 at 11.00a.m local time in the office of the chairman of the Delegated Contracting Authority's tenders Board for Donga Mantung Division, situated Beside the Senior Divisional office Donga Mantung Nkambe.

Only bidders, may attend or be duly represented by a person with a sound knowledge of the submitted file duly authorized.

NB: Any bids which shall not obtain 100% validity in the Administrative approisal and at least 80% score in the technical proposals evaluation shall be eliminated.

• Absence of a document in the Adrranistrative file and not submitled within 48 hours upon request.
•False declaration or falsified documents;
•Absence or insufficient bid bond;
• Bids deposited in open envelopes or packets;
• Submission after the deadline prescribed;
• Omission of a unit price in thefinancial bid;
• Incomplefe technical or financial documents
• Unjustified capacity to pre-finance theproject;
• Score of lessthan 60% in theessential criteria;

• Generat presertaton of the bids;
• capacity to pre-finance;
• After sales service;
• References of the company in the similar domain;
• Quality of the personnel;
• Organisational Chart of the enterprise;
• Safety measures pertaining to the supplies;
• Logical presentation of documents;
• Attestation and report of site visit;
• Special Technical Clauses initialed on all the pages and signed and stamped on the last page;
• Special Administrative Clauses completed and initialed on al the pages signed and stanped on the last page.;

The contract shall be awarded to the lowest feasible bidder, who fulfils the technical and administrative requirements.

Bidders will remain committed to their bids for a period of sixty (60) days from the deadline set for the submission of tenders.
