Within the framework of the 2019 Public Investment Budget, the Mayor of Ekondo Titi Council on behalf of the Minister of Decentralization and Local Development hereby launches an Open National Invitation to tender by emergency procedure FOR THE CONSTRUCTION OF A WARE HOUSE, MARKET HANGARS AD A A THREE(03) COMPARTMENT BLOCK LATRINE AT BEACH MARKET
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost after preliminary studies is 48 000 000 FRS.
Participation is open to duly Iegalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
Services which form the subject of this invitation to tender shah be funded by the Public Investment Budget of the 2019
financial year budgetary

The file may be obtained from the office of the secretariat of the mayor of Ekondo Titi council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 70.000FCFA, payable at the Ekondo Titi council treasury.
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the mayor Ekondo Titi council not later than 26/07/2019 at 10:am and should carry the inscription:
The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is Six (06) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 960 000FCFA and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on the 26/07/2019 at 11:am local time by the Internai Tenders Board of the Contracting Authority in the Conference Hall of the Ekondo Titi Council. Only bidders may attend or their duly accredited representatives with Power of Attorney
A bid shall be rejected if:
It lacks any Administrative document;
- The technical score is less than the
minimum required;
- It has any fake or forged document;
It lacks any quantified unit price; It curies any false information. It does not respect the model documents
The bidder has antecedents of abandoned or uncompleted projects.

The criteria for qualification of candidates should be on the following:

- Turnover as in business license above or equal to 45 million francs CFA;

Non-respect of two (02) of the above criteria shah I entail rejection of the bid.
The Contract shall be awarded to the contractor fulfilling the technical and financial conditions
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders
