The Government of the Republic of Cameroon (hereinafter called "Beneficiary") has received financing from the Islamic Development Bank (the "Bank») in the form of a loan towards the cost of the Livestock and Fisheries Development Project (LIFIDEP) and intends to apply a portion of the proceed soft his financing to eligible payments under the contract for which this Letter of Invitation is issued.

The Livestock and Fisheries Development Project (LIFIDBP) now invites proposals to provide the following consulting services (hereinafter called "Services"): Training Programs Related to Sanitary and Phytosanitary Measures/Technical Barriers to trade (SPS/TBT) for the Livestock and Fisheries Development Project (LIFIDEP)

This letter of Invitation (LOI) has been addressed to the following shortlisted Consultants as a result of the request for expression of interest O1/REOI//LIFIDEP/2018 of 28 June 2018 that appeared in the Journal of Public Contracts N° 1592 of 4 July 2018 and Cameroon Tribune dated 2 July 2018

It is not permissible to transfer this invitation to any other individual.

The shortlisted consultants are required to pay and submit with the proposal a non-refundable sum of twenty thousand Francs CFA for the Request for proposal document into account Number 97568660001-28 in the name of « AGENCE DE REGULATION DES MARCHES PUBLICS » in any of BICEC branches in Cameroon. Such a receipt shall identify the payer as the Individual consultant sending in a proposal.

a) Technical Proposal Submission letter according to enclosed format

b) Methodology and work plan

c) Curriculum vitae of the proposed staff as per enclosed format

d) Signed Bank's Policy-Corrupt and Fraudulent Practices as in annex D

Envelope B (sealed and name of consultant): Financial proposal comprising:

a) Financial Proposal Submission letter according to enclosed format

b) Details of financial proposal

c) Proposed payment schedule as per deliverables in terms of reference.

The opening of proposals shall take place in two phases.

The opening of envelopes (A) containing the technical proposals shall take place on the 23 AUG 2019 at 11 am prompt in the LIFIDEP Board Room, Ground Floor LIFIDEP Building Ayaba Street Bamenda.

By consultant qualification Procedures, Envelope (B) containing the financial offer shall be opened ONLY for the most qualified consultant after evaluation of technical proposals on a date to be communicated to the consultants.
