Within the framework of 2018 Investment Budget, the Divisional Delegate of Public Contracts for MOMO, Delegated Contracting Authority on behalf of the project owners, hereby launches,
a Request for Quotation for the rehabilitation of the residence of theSDO Residence in Mbengwi, and the DO'S office Njikwa MOMO Division of the North West Region.

The services of this request for quotation include the

> concrete/ plastering
> plumbing works
> painting
> electricity works

The estimated cost is as below:

The works isin two lots as indicated below.

- lot1: REHABILITATION SDO'S RESIDENCE 

- lot 2: REHABILITATION DO'S OFFICE NJIKWA                         

A bidder can be awarded only one of the lots

Participation to this consultation is open to Small and Medium Size Enterprises that are in compliance with the fiscal laws.

This project shall be financed by the 2018 Public Investment Budget of the Ministry of territorial administrotion and decentralization with budget heads as indicated on the table above

The deadline of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of on amount of 240 000 per Lot and valid for thirty (30) days beyond the date of validity of bids.

Bids will be opened on the 27th Febrruary 2018 at 11:00 am in the conference hall of the Divisional Delegation of MINEPAT, by the Divisional Tender's Board, in presence of  the bidders or their mandated representatives with full knowledge of the files if they so desire.
The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

A. Eliminatory criteria
1. - Absence of a document in the administrative file;
2. -Deadline for delivery higher than prescribed;
3. -False declaration or falsified documents;
4. -Absence or insufficient bid bond;
5.-Omission of a unit price in the financial bid;
6. Any company having a 2017 project, notified to commence in 2017 ond which has not yet been received;
7.-score less than 13/17 of essential criteria

B. Essential criteria
1- General presentation of the tender files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Logistics;
7- Attestation and report of site visit;
8- Draft jobbing odder duly filled initialed In all pages signed and dated on the last page.

This evaluation will be done in a purely positive way (yes) or negative (no) withon acceptable minimumof 13/17 of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount  (total without taxes), in conformity with the regulations of the Tender Documents and having satisfied to 100% ofthe eliminatory criteria and at least 13/17 of the essential criteria.

The bidder is bound by his bid for a period of sixty(60) days with effect from the deadline fixed for the submission of the bids.
