: Within the framework of the execution of the 201 9 State Budget, the Director of Limbe Nautical Arts and Fisheries Institute(LINAFI) hereby launches by emergency procedure, an open national invitation to tender the construction of firefighting facility in Limbe Nautical Arts and Fis heries Institute, Fako Division
- The works comprise notably the construction of firefighting facility in Limbe Nautical Arts and Fisheries Institute. This involves the realization of the tasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:
Preliminary works and studies;
Earth works
Foundation works;
Masonry/Elevation works
Installation of security equipment works
Metallic works
General Electricity
Painting
Etc
The estimated cost afier preliminary studies stands at twelve million eight hundred thousand (12 800 000) FCFA all taxes inclusive
The works which are subject of this invitation to tender are grouped info a unique lot
Participation is opened under the same conditions to all Cameroonian Companies and business concerns that operating in the field of building construction and civil engineering in general and who are not in a period of suspension by the duthority in charge of public Jobbing Orders.

(payable at the Fako Divisional Treasury, Limbe) of twenty three thousand (23 000 fcfa). Such a receipt shall identify the concerned bidder.
Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. In case of any ambiguities or differences, only the original shall be considered authentic.
The opening of the bids in one phase shall be done on the 14 AOUT 2019 AT 1:OOPM prompt in the Conference Hall of the LINAFI by the competent internai tender's board.
Only bidders may attend or be duly represented by e person of their choice, who has a full knowledge of the file and mandated in that capacity.
The evaluation of bids shall be carried out in three stages:
> lst Stage : verification of the presence and conformity of each
administrative document ;
2nd Stage : Evaluation of the technical bids ;
3rd Stage: Analyses of the financial bids.
The criteria of evaluation shall be as follows:
14.1-Eliminatory criteria
- Absence of a document in the administrative file; - Deadline of execution more thon the prescribed;
False declaration or falsified or scanned or forged documents; Absence or insufficient bid bond;
- Omission of a quantified task on the bill of quantifies and cost
estimates
- Enterprise with an abandoned Jobbing Order or uncompleted project
(above Contractuel deadline without due justification) in the South
west Regien.
- Non satisfaction of at least 75% of the main qualification criteria
14.2. Main qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:
- Financial situation
- Experience of the enterprise
- Personnel to be mobilized
- Equipment put at the disposai of the project.
- Methodology/organization of the site
The Jobbing Order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99(a) of the public Jobbing Orders code.
The bidders shall remain committed to their offers during a period of (ninety) 90 deys from the deadline set for the submission of bids.
