The Governor of North West Region (Delegated Contracting Authority), on behalf of The Director of the Regional Hospital Bamenda hereby re-launches an open national invitation to tender FOR THE SUPPLY OF A VEHICLE, HARD TOP 4x4 78 DSL FOR THE REGIONAL HOSPITAL BAMEND

The supply of a vehicle, a hard top 4x4 78 DSL for the Regional Hospital Bamenda

The estimated cost after preliminary studies is Thirty Seven Million Six Hundred Thousand (37,600,000) FCFA all taxes inclusive

The supplies is in one (01) lot defined as follows: The supply of a vehicle, hard top 4x4 78 DSL for the Regional Hospital Bamenda

Participation is open under the same conditions to all Cameroonian companies and business concerns that have proven experience in thefield of supplies

The supply of a vehicle, hard top 4x4 78 DSL for the Regional Hospital Bamenda, subject of this invitation to tender, shall be financed by the Investment Budget of the Regional Hospital Bamenda Fund(Revenue set aside)

The tender file may be consulted at the Governor's office North West Region as soon as this notice is published

The tender file may be acquired from the Governor's office North West Region, upon presentation of anon-refundable treasury receipt of Sixty Two Thousand Two Hundred (62,000) FCFA. Such areceipt shall identify the payer as representing the company that wants to participate in the tender

Each offer or bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such in accordance with the prescription of the tender file should be submLtted against a receipt at the Governor's office North West Region not later than 14/08/2019 at 11.00a.m. local time and shall carry the inscription:

"Open National Invitation toTender by Emergency procedure N° 013/ONIT/GOV/RTB-NW/2019 of 22/07/2019 F0R THE SUPPLY 0F A VEHICLE HARD TOP 4x4 78 DSL FORtHE REGIONAL HOSPITAL BAMENDA"

"To be opened only during the bid opening session"

The maximum deadline provided by the Delegated Contracting Authority for the delivery of the supplies forming the subject of this invitation to tender is Two (02) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount ofSeven Hundred and Fifty Two Thousand (752,000) FCFA and valid for thirty (30) days beyond the date of validity of bids.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations ofthe invitation to tender. These documents must belessthan three (3) months old orestablished after thesigning of thetender notice.
Any bid not in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by afirst-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documentsshall lead to a pure and simple rejection ofthe bid.

The bids shall be opened in asingle phase. The (yening of administrative documents, the technical and financial bids shall be done on 14/08/2019 at 12:00 noon, in the Conference Hall of the Governor of North West Region by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity

 Evaluation criteria The evaluation ofthebids shall bedone in three (03) steps:  1st step: Verification of the conformity of the administrative file;

> 2nd step: Evaluation of the technical file;

> 3rd step: Analysis of the financial file.

The criteria of evaluation are the following
 

Eliminatory criteria

1. Absence ornon-conformity of an element in the administrative file"

2. Deadline for delivery higher than prescribed;

3. False declaration orfalsified documents;

4. Absence or insufficient bid bond;

5. Abid with the external envelope carrying a sign or mark leading to the identification of the bidder;

6. Incomplete financial file;

7. Change of quantity or unit;

8. Non respectof(75%) ofessentialcriteria;

9. Non completion of any project in the previous years in the North West Region and suspended by ARMP in 2019.

Essentiai criteria

The technical offer of the bidder shall be assessed along the following lines

The contract shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, confer article 33 of the public contracts code.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of bids.
