The General Manager of the Cameroon Civil Aviation Authority (CCAA)
 Launches National Invitation to Tender for the supply of six (06) 4x4 minimum 
administrative power stations wagon 9 HP and 11 HP up to the CCAA whose 
specifications are below specified below.

The benefit, subject of this tender, includes the supply of vehicles (transportation and delivery) at the headquarters of the Civil Aviation Authority of Cameroon located at the base 101 of the Air Force in Yaounde NVAN.

The estimated cost of the operation at the end of preliminary studies is 
one hundred fifty-six million (156 000 000) FCFA TTC.

The benefits consist of one (01) one lot only.

Participation in this tender is open to all car dealers working in this field of activities in Cameroon.

The works that constitute the subject of the present call for tenders shall be financed by the Cameroon Civil Aviation Authority’s budget,  2016 fiscal year, and budget n ° 30102003 LINE 2222000.

The folder can be obtained at the General Directorate of the Cameroon Civil Aviation Authority (CCAA) Technical Director (Branch Markets) located at the Air Base 101 Yaoundé (Phone 22 30 30 90) on publication of this notice, against presentation of a receipt of payment of a non refundable fee of one hundred and fifty thousand (150,000) CFA francs to account No. 33598860001 titled 94 CAS-ARMP domiciled in all BICEC agencies

Each offer drafted in French or English in seven (07) copies including the original and six (06) copies labelled as such, should reach the head office of the Cameroon Civil Aviation Authority (CCAA), General Directorate, Technical Department , Public  Contracts Service, located at the Yaounde 101 Air force Base, not later than 03 NOV 2016 at 2:00 pm and shall be labelled as follows:

"National Invitation to Tender Notice Open No. 00200/ AONO / CCAA / CIPM / 2016 du 13 OCT 2016 SIX FOR THE PROVISION (06) VEHICLES STATION WAGON 4X4 THE CCAA  (In emergency procedure)  To be opened only counting session "

The maximum period provided by the Contracting Authority for the provision of services is twenty (20) days.

Each bidder must attach to his administrative documents, a bid bond issued by a first class bank approved by the Ministry in charge of Finance and listed in Exhibit 12 of the tender in the amount of 3.12 million (3120000) valid for thirty (30) days beyond the deadline of bid validity.

Under pain of being rejected, the other administrative documents required shall be produced in original copies or certified true copies by the issuing service in compliance with the Special requirements of the Call for Tenders.

They shall be less than three (O3) months old or they shall have been established after the date of signing of the Tender Notice.

Any tender that shall not comply with the prescriptions of this Tender Notice and of the Tender File shall not be accepted. The absence of a bid bond issued by a first rate bank approved by the Ministry in charge of Finance or the non-compliance of the Tender File model documents shall lead to the rejection of the tender.

The bids shall be opened in a single (01) phase.

The opening of administrative documents, technical and financial bids shall take place on 03 NOV 2016 at 3:00pm, by the CCAA’s Internal Tenders Commission, at the conference hall of the head office of the said institution, located at the Yaounde 101 Air Force Base.

Only bidders may take part in the tender opening session or they may be duly represented by a person of their choice with a good knowledge of the tender file.

14.1.Eliminatory criteria

Eliminatory Criteria for bidders are as follows:

The qualifying criteria are: 

•   administrative Parts falsified or scanned;

•   Absence of a part of the administrative record or the technical offer;

•   non-compliance of an administrative room 48 hours after the opening of tenders;

•    Absence of certificate of origin of the equipment proposed;

•   Absence of the signed representation of the manufacturer certificate;

•    non-compliance rate characteristics of the proposed supplies over 10% of the required minimum specifications;

•   Technical Note below 85% of the essential criteria;

•    Lack of representation or branch in at least 05 regions of Cameroon Heads of places;

•    height between the lowest level of the vehicle body and the ground greater than or equal to 250mm;

•     Administrative power less than 9 HP 11 HP and above.

14.2. Essential Criteria

The main qualification criteria shall be:

  1-     Introducing the offer;

  2-    References Provider in the realization of specialized services in the supply of rolling stock;

  3-    Quality after-sales service;

  4-    Technical specifications comply with the requirements DAO

  5-    Delivery.

Bidders shall be bound by their bids for a period of ninety (90) days, with effect from the date determined for the submission of bids.
