Le Directeur Général de la CRTV lance pour IE compte de l'exercice budgétaire 2016, un Appel d'Offres National Ouvert pour la fourniture d'équipements pédagogiques d'infographie, Montage, dessins animés et de laboratoire de l'IFCPA de la CRTV.

Les prestations objet du présent appel d'offres concernent la fourniture d'équipements pédagogiques d'infographie, Montage, dessins animés et de laboratoire de l'IFCPA de la CRTV pour le compte de l'exercice budgétaire 2016. Il s'agit de :

Lot 1 : Fourniture des équipements pédagogiques d'infographie, montage et dessins animés de l'unité de formation en infographie-montage-dessins animés de l'IFCPA/CRTV.

Lot 2 : Fourniture des équipements pédagogiques de laboratoire de l'unité de formation en Maintenance-transmission-diffusion de l'IFCPA/CRTV

The quantity and specifications of such supplies are defined in Document N° 5 of the Tender File.

The estimated cost of the operation after prior studies stands at:
Lot 1:16 218 000 (sixteen million two hundred and eighteen thousand CFA F) ;
Lot 2: 15 752 925 (Fifteen million seven hundred and fifty two thousand vine hundred and twenty five CFA F).

Participation in this invitation to tender is open to companies operating under Cameroon's law dealing in the sale of computer and electronic material.

The services under this invitation to tender shall be financed by CRTV's programme budget of the 2016 financial year.

The Tender File can be obtained from the Departrr ent of Administrative and Financial Affairs, 9t^h floor, Room 911 of the TV Production Centre of Mballa II, Yaounde, and P.O. Box 1634 Tel: 222 21 40 77/22 21 40 88. Extension 4911 ; FAX : 222 20 43 40, as from publication of this notice, upon payment of a non refundable sum of 50 000 CFA F (Fifty thousand francs) representing the file acquisition fee payable to the "CAS-ARMP Special Account no 335 988" open in any branch of Banque Internationale du Cameroun pour l'Epargne et le Crédit (BICEC).
A copy of the receipt shall be submitted te the venue of withdrawal of the Tender File.

Each bid drafted in English or French in six (06) copies, with one (01) original and five (05) copies labelled as such should be forwarded to the CRTV Department of Administrative and Financial Affairs, 9th floor, Room 911, latest on 20/09/2016 at 10 am, local time.
Bids should be presented under sealed erivelope with the following mention:

The maximum time envisaged by the Conti acting Authority or the Assigned Contracting Authority to deliver the supplies under this te ider is sixty (60) days.

Each bidder should include in their administrative file a bid bond issued by a first rate bank approved by the Ministry of Finance mentioned on the list inciuded in Document 13 of the Tender File; the bid bond shall amount to:
- Lot 1 : 325 000 (three hundred and tw enty five thousand CFA francs) ;
- Lot 2 : 315 000 (three hundred and fifteen thousand CFA francs).
The bid bond shall be valid for thirty (30) days beyond the original date of bids validity.

Under the penalty of rejection, the required documents of the administrative file must be produced in originals or certified true copies thereof by the issuing service or a competent administrative authority, in conformity with the prescriptions o1 the Special Rules of the Tender. Such documents must be dated Iess than three (03) months or must have been established after signature of this notice.
Any incomplete bid, in conformity with the prescriptions of the Tender File, shall be declared inadmissible. In particular, the absence of the bicl bond issued by a first rate bank approved by the Minister of Finance or non-compliance with the 1 emplates of the Tender File documents shall lead to the rejection of bids.

The opening of bids shall be in one (01) stage.
The opening of administrative documents, technical and financial bids shall take place on 20/09/2016 at 11 am,local time and shall be led by the CRTV ocurement Committee located on the ground floor of the TV Production Centre of Mballa II, Yaoundé.
Only bidders or their duly authorized and well informed representative can attend the opening session.

*. Eliminatory criteria
Eliminatory criteria shall be as follows:
Administrative documents for each lot:
• Absence of one of the administrative documents required in the Tender File;
• Misrepresentation, replaced or fo '•ged documents ;
• Absence of bid bond; 13.2. Technical criteria
• Absence of genuine data sheet of the product (colour flyer);
• Absence of certificate of origin of mat erial delivered;
• Absence of manufacturer's approval issued to the bidder for the on-going year ;
• Non compliance with the reference and quantity of supplies;
• Technical mark of essential criteria lover than 80%;
• Non compliance with technical chziracteristics of equipment.
Financial criteria
• Attestation of financial capability amounting to at least 35 000 000 CFA F (Thirty five million F) produced by a fini ncial institution authorized by the Ministry of
• Non-respect des caractéristiques techniques des équipements.
*. Critères financiers
• Attestation de capacité financière au moins égale à 35 000 000 (Trente-cinq millions) établie par un établissement financier autorisé à établir des cautions par le Ministère chargé des Finances et dont la liste figure dans la pièce n°11 du présent DAO
• Absence d'un prix unitaire quantifié.
*. Critères essentiels
L'évaluation se fera de manière binaire avec un minimum acceptable d'au moins 80% de l'ensemble des critères essentiels pris en compte. Ces critères porteront sur :
- Présentation de l'offre ;
- Chiffre d'affaires ;
- Références du fournisseur ;
- Délai de livraison ;
- Respect des caractéristiques techniques du matériel ;
- Service après-vente.
Les critères et sous critères sont détaillés dans la pièce N°4 (RPAO) du présent Dossier d'Appel d'Offres.
Le marché sera attribué au soumissionnaire qui aura proposé l'offre la moins disante, conforme pour l'essentiel aux prescriptions du Dossier d'Appel d'Offres, et ayant satisfait à 100% les critères éliminatoires et au moins à :30 % des critères essentiels.

Les conditions à remplir pour être attributaire du présent appel d'offres sont contenus dans le RPAO.

Les soumissionnaires restent engagés par leur offre pendant une durée de 90 jours à partir de la date limite fixée pour la remise des offres.
