Within the framework of 2020 investment programme/budget of the North West Development Authority (MIDENO), the DG of MIDENO hereby launches an Restricted National Invitation to Tender for the recruitment of a consulting firms to carry outan inventory of potential roads for construction including socio-economic and technical feasibility studies for some selected 50km urgently needed roads in Mezam Division, to carry out studies to supply potable
water and irrigation water to MlDENO's four Trials and Demonstration Centres (TDCs) and two farms including the
construction and equipment of a borehole at TDC Nkwen orSanta divided into threelotsas foliows:

Lot 1:The recruitment o fa Consulting Firm to carryout an inventory of potential roads for construction including socioeconomic and technical feasibility studies for some selected 50km urgently needed roads in Mezam Division ofthe North West Region of Cameroon
Lot 2: The recruitment of a Consulting Firm to Carryout studies to supply portable water and irrigation water to MlDENO's four Trials and Demonstration Centers (TDCs) and two farms
including the construction and equipment of a borehole at TDC Nkwen or Santa.
Lot 3:The recruitment of a Consulting Firm to study and construct a pilot renewable energy scheme for a community (minihydro)

The services involved in this Call for Tender shall include:
Lot 1:The services Involved in this Call for Tender shall include an inventory of potential roads that need rehabilitation/construction in each Sub Division of Mezam Division, a socioeconomic study of some selected urgently needed 50km of roads from the inventory and subsequently their technical feasibility studies
It is very important to know thestateof roads andan inventory of potentially roads for rehabilitation, It will be necessary to carrying out the Socio-economic and detailed technical studies of these roads so
that MIDENO can have someready study documents ofsome very urgently needed roads in the Division that can be constructed once the meansare available. Thisistomakesurethat \while studies are ongoing on the remaining roads, construction can betaking place on some already studied roads.
The main objective is to make available an inventory of potential roads for rehabilitation/Construction and also feasibility study documents of some roads that can be constructed once the funds are available.
Lot 2:The services involved in this Call for Tender shall beto carry outa survey visit tothesites in order to identify the water needs of the different centres and also the water supply potentials in each centre. From these potentials and needs the most efficient system to supply the water to the different centres will be determined and all design parameters will be collected. Back in the office, the preliminary designs will be done and submitted for appraisals. After the appraisals and inputs, the final design and construction drawings are established. Then estimated bills ofquantity for the constructions are also established.
From the studies carried out, itwould be determined either to construct a borehole at TOO Nkwen or Santa.
The studies to identify the position ofa borehole that can yield at least per hour. Then the borehole is drilled and equipped with a pump thatwill pump water toan existing overhead tank.
Lot 3:The services involved in this Call for Tender shall beto identify communities having abundant resources such as rivers and water falls that could produce electrical energy and to create a pilot project in any community that lacks electricity and has these natural resources that energy can be harnessed from it. The pilot project will beset up with the community through the councils to establish modalities of expanding such projects to other communities with such resources. The project will be in two phases; the study phase jointly carried out by the
expert company in collaboration with the technical service of MIDENO and the Construction phase carried out by
the expert company supervised by the technical service of MIDENO.
2.1 SPECIFIC OBJECTIVES OF THE FEASIBILITY STUDIES
2.1.1: Lot 1:The recruitment ofa Consulting Firm to carry outan inventory of potential roads for construction including
socioeconomic and technical feasibility studies for some selected 50km urgently needed roads in Mezam Division of the
North West Region of Cameroon:
• Make an inventory of potential roads that need construction or rehabilitation in the Division through the councils
• Carry out socio-economic studies of some very urgently needed roads selected with the aid of the councils to ascertain the need for the road tobe constructed.

• Carry out detailed technical studies to assess the feasibility of the roads.
2.1.2: Lot 2:The recruitment of a Consulting Firm too Carry out studies to supply potable water and irrigation water scheme to MIDENO's four Trials and Demonstration Centers (TDCs) and two farms including the construction and equipment of a borehole at TDC Nkwen or Santa:
• Carry out a socioeconomic survey study to identify the water potentials and the present water supply situation of some identified MIDENO's TDCs and farms

• Conceive the most efficient technical designs to rehabilitate existing schemes or construct new schemes to supply potable and irrigation water to all the MIDENO's TDC's in the Region
• Construct and equip a borehole at TDC Nkwen orSanta
2.1.2: Lot 3: The recruitment ofa consulting firm to study and construct a pilot renewable energy scheme for a community (mini hydro): Study Phase
• Analyze all Cameroon legislation concerning the harnessing of hydro energy for electricity.
• Identify a suitable water scheme that can generate at least 4KW of energy during peak dry season
• Evaluate the potential of the community tosustain the scheme and determine how.
• Design the mini hydro electricity scheme and establish all construction drawings
• Identify potential sources of construction materials.
• Establish a bill of quantities and estimates
Construction Phase
• Construct the scheme with themain points in the community connected with electricity.
• Train caretakers andthe management committee.

• Participation in this manifestation of interest is open to all consultancy firms with sufficient technical competence and national experience In theabove mentioned services.
• Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well as the nature of its business (commercial ornot-for profit).

TEAM LEADER: with atleastan M.Sc or equivalence in Agro-Socio Economics and ten (10)years of relevant
working experience carrying out rural development project feasibility studies, design and appraisal
KEY PERSONNEL:
Rural Engineer with at least anM.Sc or its equivalence in Rural Engineering and seven (7) yearsof relevant working experience carrying outrural development project feasibility studies, design and appraisal
• Civil Engineer with atleast a B.Sc. Degree with at least seven (7)years of relevant working experience in rural roads
• Surveyor with at least a B.Sc. in surveyswith at least five (5)years of relevant working experience in rural roads

 QUALIFICATION OF PERSONNEL (Lot 2)
TEAM LEADER: With at least an M.Sc.ln Agro-Socio Economics or its equivalence and ten (10)years of relevant working experience carrying out rural development project feasibility studies, design and appraisal
