The Government of the Republic of Cameroon has received funding from the Islamic Development Bank (IsDB) towards the cost of the Livestock and Fisheries Development Project (LIFIDEP) for the North West Region of Cameroon and intends to apply a part of the proceeds towards payments under the Contract for the supply of raw materials for the first year of operation of a fish feed mill.

The Livestock and Fisheries Development Project (LIFIDEP), Contracting Authority, invites sealed bids from eligible bidders for the supply of these provisions as follows: 76 900 kg of Soya bean meal, 21 600 kg of cotton seed meal, 25 000kg of rice flour, 75 750 kg com grain, 50 000kg of wheat bran, 350 kg of Dicalcium Phosphate, 2 850 kg of Fish meal, 200 litres of Fish oil, 8 000kg of Groundnut cake, 1 400 kg of Fish vitamin premix, 1 150 kg of Lysine, 1 150 kg of Methionine, 1 008kg of Salt and 5000 g of Encapsulated artemia.

Participation in this invitation for bids shall be opened exclusively to Cameroonian based Contractors.
Shall be excluded from the bid, any Contractor that falls under the following provisions:
- Enterprises under suspension because of the cancellation of a contract, in keeping with article 191 of the Cameroon Public Contracts Code,
- Non-legally and financially autonomous public enterprises which are not managed in keeping with commercial law rules.

Bidding will be conducted through the National Competitive Bidding(NCB) procedures as specified in the Bank's Guidelines: Procurement of Goods and Works under Islamic Development Bank Financing, May 2009, revised February 2012",and is open to all eligible National bidders as defined in the Procurement Guidelines of the IsDB. The delivery schedule for each batch of the supply is 45 days from the date of notification to the successful bidder to supply the goods.

All bids must be accompanied by a bid security (Bank Guarantee ), issued in keeping with the tender model by a first category bank or financial institution approved by the Cameroon Ministry in charge of finance. It shall stand at two million five hundred thousand (2 500 000) Francs CFA and be valid for a period of one hundred and nineteen (119) days with effect from the tender-submission deadline.
The absence or non-compliance of the bid security with the tender model shall lead to a rejection of the corresponding bid.
