Within the framework of implementing the activities related to Year 4 (2019) of the State/SOWEDA Contrat-Plan the Director General of SOWEDA hereby launches an Open National Invitation to Tender for the Supply of 01 (One) Motor Grader to SOWEDA under the Technical Restructuring Axis of the Contrat-Plan.
The services related to this contrat( shall comprise the Tender for the Supply of 01 (One) Motor Grader to SOWEDA as described in the technical specifications given below.
The estimated cost of this tender is FCFA 286,000,000 (two hundred and eighty six million francs), taxes inclusive.
The supplies that are subject of this tender site be in 01 (one) lot.
Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that arc licensed in the supply of heavy-duty equipment and which fulfill the requirements of this invitation to tender.
The supplies which are subject of this invitation to tender shah be financed by the State/SOWEDA Contrat-Plan Budget: Line MINFI Chapter 93/2019.

The maximum deadline provided for the delivery of the various items that are subject of this tender is fixed at 03 (three) months. The vehicle shah be delivered at SOWEDA Head Office in Buea.

The bids shall be opened in a single phase on 03/09/2019 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internal Tenders Board. Only bidders may attend or be represented by a duly mandated person.
- Absence of a bid bond;
- Absence or non-conformity of an administrative document within 4Shours after bids opening;
- False declaration or falsified document;
- Non-compliance with at least 70% of the minor technical specifications of the equipment;
- Absence of quantified unit price;
- Absence of declaration of non-abandonment of a public contract during the fast three years;
- Non-satisfaction of at least 70% (5 yes/7) of the essential criteria;
- Financial capacity (> 50%) of the tender amount;
- Absence of prospectus accompanied by the technical sheets from the manufacturer;
- Absence of agreement or authorization from the manufacturer;
- Failure to comply to one of the major technical characteristics criteria below:
- Ø Base Power (lst gear): > 128 Kw
- Ø Bore: > 105mm
- Ø Penetration depth of rippers: > 400mm
- Ø Penetration depth of cut blade: > 535mm
- Ø Displacement: > 6.5L
- Ø Top travelling forward speed: > 43km/hr

The contract shall be awarded to the bidder whose administrative bid shall be up-to-date, technical bid judged satisfactory and who shall be the least financial bidder
