Within the framework of the implementation of the 201') activitics of Contrat-Plan signed between SOWEDA and the Government of Camerone. the Director General of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of 01 (One) Warehouse and a Drying Slab at the Seul Multiplication Centre in Nyan-Nkikoh, Kupe-Muanenguba Division - South West Region, By Emergeney Procedure.
The works that are subject of the present tender shall be in 01 (one) Lot as follows: The various works to be executed are as follows: Preliminary works General earth works
- Foundation works
- Masonry works
- Concrete works Roofinfi
- Ceiling work
- Metal Nvorks
- Tiling
- Electrification
- Plumbing and sanitation
- Painting and decoration
The estimated cost of the works following prior studies stands at FCFA 49,000,000 (forty vine million francs CFA).
This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.
The works which farm the subject of this invitation to tender shall be financed by the budget of State/SOWEDA Contrat-Plan 2016-2019, Budget Line MINFI Chapter 93/2019.
Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of Administration and Finance) during working hours (7.30 a.m. to 3.30 p.m.).

The offers shall be opened in a single phase. The administrative. technical and financial bids shall be opened on 12/09/2019 al 11 a.m., local Lime by the SOWEDA Internai Tenders Board in the SOWEDA Confcrcnce Hall. in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
13.1 Absence of a bid bond;
13.2 Absence or non-conformity of an administrative document within 48hours after bids opening;
13.3 False declaration or falsified document;
13.4 Uncertified diploma(s) of personnel;
13.5 Financial capacity (> 50%) of the amount of the tender;
13.6 Absence of declaration of non-abandonnent of a public contract during the last three years;
13.7 Lack of proof attesting to the previous execution of at least 03 (three) contracts of similar nature
during the last 5 years.

The non-respect of at least three (03) of the ahove criteria shall lead 10 the climination of the bid. Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shall be retained for financial evaluation.
The contract shall be awarded to the bidder with the least financial offer alter having qualified administratively and technicallv.
Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders.
