This invitation to tender is opened with equal conditions to ail enterprises under Cameroonian law.
Supplies which form the subject of this invitation to tender shall be financed by the State Investment Budget of the 2019 financial year of MINEE.
The file may be consulted during working hours at the SDO's office as soon as this notice is published.
The file may be obtained from the préfecture ofBAHAM as soon as this notice is published against payment of anon-refundable sum of 17 000 FCFA (seventeen thousan francs) at BAHAM Treasury.
Each offer drafted in English or French in seven copies including the original an (06) six copies marked as such, should reach the SDO' Office of the upper plateau.at Baham latest on 12th September 2019 noon local time on the 11 o'clock and should carry the inscription:
N°004(THREEBIS)/AONO/F/F38/SAEF/CDPM-TBEC/2019 of 29/08/2019 for the realization of bore hold in DJEUKOUO Carrefour in Batié Council, Upper-Plateaux Division.

The maximum deadline for the realization of this project shall be three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 170 000 FCFA francs and valid for ninety (90) days beyond the validity of the offers.
Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Spécial Conditions of the invitation to tender. They must obligatorily not be older than three (3) months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non-respect of the models of the tender file docinnents shall lead to a pure and simple rejection of the offer without any appeal being entertained.
The bids shall be opened in one phase.
The opening of the administrative; Technical and Financial documents will hold on 19th September 2019 at 12 pm local time by the Tenders Board of the Upper-Plateau Contracting Authority in the conférence Hall of the SDO''s Office of the upper plateau at Baham.
Only bidders may attend or be duly represented by a person of their choice.
The opening of the bid - opening session must bé donc not later than one hour afler the time - limit for the submission of bids as specified in the tender file
The sub-commission of analysis shall evaluated the technical file which does not comply with the spécifications of the tender document and which is not produced in seven copies shall be rejected.
Elimatories Criteria
- Absence or non-conformity of an Administrative Document
- False déclaration;
- Administrative File incomplète
- Any bid which after technical évaluation will score less than 70% of the essential criteria
- Financial file incomplète;
- Absence of sub-detail of a quantified price of the estimate;
Main essential criteria

The non-respect of70% ofcriteria shall cause the élimination of offer.
These criteria are given in détail in article 6(1) ofthe Spécial conditions ofthe Invitation to tender.
Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
