Within the framework of the implementation of the activities of 'Contrat Plan' signed between the Government of Cameroon and SOWEDA, the General Manager of the South West Development Authority (SOWEDA) hereby launches a Restricted National Invitation to Tender for the recruitment of a Consultant to Assist SOWEDA in Securing its Seed Multiplication Centres in the South West Region - By Emergency Procedure. This tender follows the Request for Manifestation of Interest N^° 005/REI/SOWEDA/CP/16 of 13/09/2016 puhlishcd in Cameroon Fribune N° 11180/7379 of 16/09/2016 (Page 27).

The nature of the tender shall consist in recruiting a Consultant to Assist SOWEDA in Securing its Seed Multiplication Centers in the South West Region, in conformity with the tennis of reference that are provided below.

Lot 1     Seed Multiplication Centre in Ekona, Fako  Division                                 20,000,000

Lot 2     Seed Multiplication Centre in Obang, Manyu Division                                 6,000,000

Lot 3     Seed Multiplication Centres in Obang, Manyu Division                             20.000,000

(Phase 2) and Nyan, Kupe-Muanenguba Division

The present consultation shall be grouped into 03 (three) Lots as follows:

• Lot 1: Seed Multiplication Farm in Ekona. Fako Division
• Lot 2: Seed Multiplication Farm in Obang, Manyu Division (Phase 1)
• Lot 3: Seed Multiplication Centres in Obang, Manyu Division (Phase 2) and Nyan. Kupe­Muanenguba Division (2017 Budget).

The period of execution of the assignment that is subject of this tender shall be 90 (ninety) days.

Under risk of being rejected. the bidder must include in bis administrative documents, a bid bond issued hy a first rate-hank approved h)^. the i\linistry in charge of Finance reaturing on the list in Document 12 of the Tender File amounting as rollows:

The bid bond shah remain valid for thirty (30) days beyond the original date of the validity of the offers.

Administrative and financial documents must be originals or copies duly certified by the issuing authority in conformity with the Special Conditions of the Tender. They must be Iess than threc months old from the date of submission of bids and must not have been signed before the date of publication of the Tender Notice.

If the hid is not in conformity with the provisions of this Notice and the Tender Document, it shah be rejected. Notably, the absence of the hid bond issued by a 1 ^s' degree banking institution approved by the Ministry in charge of finance or the non-respect of the model documents attached 10 the Tender Document shah lead to the rejection of the hid.

Any document poorly drawn up, not bound as per Article 24 of the Public Contracts Code or not

The bidder shah have to include in bis tender a standard bid form indicating costs exclusive of all taxes and taxes included and execution deadlines.

Bids shall be rejected for:

a)      Absence of an administrative document:

b)      False declaration or forged document;

c)      Non-compliance with model bid

d)      Technical score less that 70/100

e)      Presence of financial information in the technical bid.

The contract shall be awarded on the basis of best offer using a combination of technical and financial criteria. to the firm that score highest with respect 10 Article 15 above.

The bidder shall be bound by its bids for a period of 90 (ninety) days with effect from the date of submission of bids.
