Within the framework of the building works of two classrooms biocks in some government Primary schools of the Mayo-Danay Division, the Mayor of the DATCHEKA Council, Contracting Authority, hereby launches an Open National invitation to Tender in Emergency Procédure for the Ministry of Basic Education

The Works, object of ihls national invitation lo tender comprise the following tasks inter alia:
Preparatory works:
Excavations ;
Foundations;
inclination masonry;
Roofing framework;
Meta! fittings;
Wiring;
Painting;
Road maintenance and diverse networks.

The estimated cost of the opération following prior studies stands is thirty eight million (38 000 000) Fcfa.

Participation in this invitation to tender is open to companies of Cameroonian Nationality which possessthe required légal, tlnancial and technical abilities.

NB: Beyond the submission's deadiine, any tenders will no longer be received.

The maximum exécution deadline provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be three (03) nionths.

Bach bidder must include in his administrative documents, a bid bond issued by a first rate-bank an assurance Company approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of Seventy six hundred thousands 760 000) Fcfa and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejecîion, the administrative documents required. must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Oftlcer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank or a assurance company approved by the Ministry in charge of Finance.

The bids shall be opened in single phase. i
The opening ofthe administrative documents, the technical and fînancial offers shall take place on 23/09/2019 at three (3) o'clock by the Tenders Board attached to the Contracting Authority in the DATCHEKA counciFs hall.
Only bidders may attend or be duly represented by a person of their choice.

/. Eliminatory criteria
The main relative criteria to the élimination of the offers of the candidates are defmed like below:
a) Uncompleted documents;
b) Absence of tender security;
c) Falciflcated documents.
14.1.2: Technical proposai
a) incomplet documents;
b) False déclaration, falciflcated or scanned
c) Non-conforty of technical spécifications (sub-detailed price, quantifled unit; price);
d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.
14.1.3 Financial offer
a) Incomplète flnancial ofTer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the flnancial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price
2. Essential criteria:

The Contracting authority will assign the Contract to the Tenderer whose offer has been recognized compilant for the essential to the File of call of ofFers and that arranges requisite technical and flnancial capacities to execute the Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts ifthe case arises.

Bidders will remain committed to their offers for 90 days from the deadiine set for the submission of tenders.
