Wlthin the framework of the building works of two classrooms block in some government Primary schools of the Mayo-Danay Division, the Mayor of the DATCHEKA Councll, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procédure for the Ministry of Basic Education

The Works, object of this national invitation to tender comprisethe following tasks inter alia:
• Preparatory works:
• Excavations ;
• Foundations;
• Inclination masonry;
• Roofing framework;
• Métal fittings:
• Wiring;
• Painting:
• Road maintenance and diverse networks.

The estimated cost of the opération following prior studies stands is Ninetj' million (19 000000) Fcfa per lot.

NB: Beyond the submissioiTs deadline, any tenders will no longer be received.

The maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shail be three (03) months per lot.

Each biddcr miist include in his administrative documents, a bid bond issiied by a flrst rate-baiik an assurance company approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of thirly eight hundrcd thoiisands 380 000) Fcfa per lot and valid for thirty
(30) days beyond the original date of the validily of the offers.

Under pain of rejection, the administrative documents required. inust be produced in originals or true copies ceilified by the issuing service or an administrative authority (Senior Dlvisional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be older ihnn three preceding the original date of submission of bids (3) months or must not havc been cstablishcd afler the slgning of the tender notice.
Any incomplète offcr in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issucd by a first-raie bank or a assurance Company approved by the Ministry in charge of Finance

The bids shall be opencd in single phase.
The opening of the administrative documents, the technical and financial offers shall take place on 23/09/2019 at ihrec (3) o'clock by the Tenders Board attached to the Contracting Authority in the DATCHEKA CounciFs hall.
Only biddcrs may attend or be duly represented by a pcrson of thcir choice.

14. Evahiation criteria
1. Eliminatory criteria
The main relative criteria to the élimination of the offers of the candidates are defincd likc bclovv:
a) Uncompleted documents;
b) Absence of tender security;
c) Falcifîcated documents.
14.1.2: Technical proposai
a) Incomplet documents;
b) False déclaration, falcifîcated or scanned
c) Non-conforty of technical spécifications (sub-detailed price, quantifîed unit; price);
d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.
14.1.3 Financlal offer
a) Incomplète flnancial offer;
b) Non-compiiant documents;
c) Omission of a quantifîed unit price in the financial otTer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price

The Contracting authority will assign the Contract lo the Tenderer whose offer has been recognized compliant for the essential to the File of call of ofïers and that arranges requisite technical and flnancial capacities to execute the Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises

Bidders will remain committed to their ofTers for 90 days from the deadline set for the submission of tenders.
