V/irhin the framework of 2019 Public Investment Budget, The Governor of the North-West Region, Delegated Contracting Authority, hereby relaunches an Opened Natiotial Invitation to Tender by emergency procedure for the control of works for Rural Electrification of Jikejem in Oku Subdivision, Bui Division of the North West Region. . ,

• The works to be executed is spelt out in Article 29(a) and 29(d) of the Special Regulations governing the invitotion to tender (RPAO) enclosed with the Tender File.

The services comprise notably the Control of works for the rural electrification of Jikejem in Oku Subdivision, Bui Division of the North West Region.

The estimated cost for the whole activity after preliminary studies is thirty four million two hundred and forty eight thousand four hundred (34,248,400) CFA Frs. The estimated cast far Step 1is ten million (10.000.000) francs CFA.

The services ore in one lot as follows.

- The control ofworks for the rural electrification Jikejem in Oku Subdivision, Bui Division.

Participation to this invitation to tender is open to enterprises of Cameroonian nationality that have experience and have carried out control works or construction works in this domain.

Works which form the subject of this invitation to tender shall be financed by Public Investment Budget of MINEE for 201 9 financial year and next.

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Governor's Office for North-West in Bamenda, Service of Financial and Logistics Affairs not later than 02/10/2019 at 11:00am noon local time and should carry the inscription:

"To be opened only during the bid-opening session"

The maximum deadline provided by the Project Owner for the execution of the services forming the subject of this invitation to tender is six hundred and thirty days (630) days. The maximum deadline provided by the Project Owner for the execution of step 1 of the services is two hundred and ten (210) days

Each bidder must Include in his administrative documents, a bid bond issued by a first-rate financial establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of six hundred and eighty four thousand (684,000) FCFA and valid for thirty (30) days beyond the dote of validity of bids.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the dote of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially the absence of a bid bond Issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in two phases. The opening of the administrative documents, the Technical and Financial offers will take place on the 08/10/2019 at 12: 00pm local time, in the conference hall of the Governor's Office, by its competent members. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files.

 Eliminatory criteria

- False declaration or falsified documents;

- Absence of bid bond;

- Technical score below 75 on 100;

- Incomplete Technical or Financial files.

Essential criteria

Criteria relating to the qualification of bidders shall concern the following aspects;

 Only bidders who obtain a technical score of at least 75 points on 100 shall have their financial bids examined.

 Method of selection of consultant
The consultant shall be chosen using the method in accordance with the procedure described in this Tender File.

The Jobbing Order shall be awarded to the realistic best bidder as specified In the Special Regulations of this tender

Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids
