Within the framework of the 2019 Public lnvestment Budget, the Mayor of Melong Council, hereby launches an open national invitation to tender on behalf of the Melong Mayor, with urgency, for the construction and equipment of the community hall of Lenale Ndem in Melong subdivision, Moungo Division, Littoral Region.
The works subject of this contract include:
- INSTALLATION WORKS FOUNDATION
- FRAME - COVER - CEILING
- METALLIC AND WOOD CARPENTRY
- REVETMENT AND PAINTING ELECTRICAL INSTALLATION
- SANITARY INSTALLATION;
- DRAINAGE AND VARIOUS NETWORKS
- EQUIPMENT
Participation in this invitation of tender is opened to Cameroonian Enterprises that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.
These works are financed by the Public lnvestment Budget of MINADER, part of the fiscal year 2019, for an estimated amount of :

The tender file can be obtained from the publication of the present invitation to tender at the office of the Technical Services upon presentation of a treasury receïpt attesting to the payment of a non-refundable sum of 30 000 FCFA, at the Melong Council.
Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to General Secretary of Melong Council , not later than 04/10/2019 at 12 O’CLOCK local time and should carry the inscription:

The maximum execution deadiine provided for by the Project Owner for the execution of the works subject of this tender shall be Four (03) months.
Each bidder must include in his administrative documents, a bid bond per lot issued by a first rate-bank
approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of (800 000) Francs valid for thirty (90) days beyond.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies
certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer... ) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must net have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The bids shall be opened once the opening of administrative documents, technical and financial offers shah! be done on 04/10/2019 at 12 O'clock by the Tenders Board attached at the room acts of Melong Council.
Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.
Tender evaluation criterla
Tender evaluation will be done in three (3) stages:
- First stage: Verifica lion of the administrative file regularity.
- Second stage: Technical appraisal of the administrative tender attested as regular.
- Third stage: Verification of the financial offer of those companies who's the tender files has been
- prevlously admitted as far as technical and administrative stages are concerned. The tenders' evaluation criteria are the followings:
- Absence of the bid bond
- Absence or non-compliance after 48 h after the opening of the offers of one piece of the administrative
- of fer except for the bid bond
- I) Absence of Treasury receipt attesting the payment of tender file or BID bond mentioned above;
- The Used of fraudulent, scanned or non-conform documents (Exposes Under the dispositions of point Li of the Circular Neoo2/CAB/PM of 31 January 2011 relative to the amelioration of performance of the system
- publics contracts).
- False declaration in the Tender file of the Biclder no matter the file ; For This effect the contracting
- authority and DCTB has the reserves and right to authentify all the documents which seems not to correct.
- Non acceptante of contract such as (CCAP et CCTP net paraph, not signed and dated at the end) ;
- Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended
- enterprises by Ministry Of Public Contracts.

- Général Expérience of the Enterprise ;
- Expérience in the similar works Technical capacity Logistical means Safety equipment Others equipment Exécution methodology Organisation and project progress Financial capacity
N.B : The no respect of 80% of the criterias leads to the elimination of the candidate.
The principals criterias of the evaluation
- References of the Enterprise ;
- Availiability of materials and Essential Equipment ;
- Experience of supervisory personnel;
- Methodology and Planning of Execution.
Each file declared technically conform most satisfy all eliminatory criterias and have at least8o% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the Technical file.
The Mayor of Melong Council, Contracting Authority, Award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.
Bidders will remain committed to the offers during ninety (go) days, from the deadiine set for the submission of tenders.
