Within the framework of the benefit of the financing of the 31st session of FEICOM's Financial Assistance Committee, held by the Mayor of the Dibamba Council, contracting Authority, launches an Open National Invitation to Tender for the construction works of a bridge on the river NGOMBE, SOMAKEK Village (Inter R0316)-MABOUNDOU to the PK 0+100 in the DIBAMBA Subdivision, Sanaga-Maritime Division, Littoral Region

The work includes the following operations, the list of which is not exhaustive:

• Construction site installation;
• Brought and folded equipment;
• Brushing;
• Bamboo china cut:
• Lateritic gravel embankment from borrowing;
• Barbacanes;
• Rock fil!;
• Damage on ordinary land or river:
• Made on masonry rubble;
• Films in filter materials behind abutments;
• Rounds contiguous to the works;
• Demolition of the existing forest bridge;
• Reinforced concrete;
• Replacement of the beams IPE 450 yic spacers:
• Replacement of IPE 550 beams;
• Hargouilles;
• Geotechnical and execution studies;
• Garden-mixed body,
• Types of signaling type A ;
• Reinforced concrete beacon;
• Maintenance of traffic (load s 02 tons).

The estimated cost of the opération at the end of the preliminary studies is 60.000.000 FCFA (Sixty million) CFA Francs.

The works subject of this invitation to tender are in a single lot.

Participation in this inviattion to tender is open to companies under Cameroonian law not excluded from the public oder.

The tender file can be consulted upon publication of this notice, during working hours at the Secretariat General of the DIBAMBA Council, as soon as this Notice is published.

The tender documents can be consulted as soon as this notice is published , during working hours at the Secretariat General of the DIBAMBA Council, upon publication of this notice, against presentation of a receipt of payment of 85,000 (Eighty Pive thousand) CFA Francs payable to the Municipal Recipe of DIBAMBA

Each offer written in English or French in seven (07) copies, one of which is original and six marked as such, must reach the General Secretariat of the Dibamba Council no later than 30th/10/2019 at 12 o'clock, local time, and must be marked with:

To open only in the sitting of milling

The maximum execution peried provided by the Client for the execution of the Works that are the subject of this Invitation to tender is six (06) months.

Each tenderer must attach to his administrative documents a bid bond issued by a bank or financial institution of the first oder approved by the Ministry of Finance and therefore the list is included in Exhibit DAO 11 an amount of (equal to 2% of the estimated cost ail taxes included, ie 1 200 000 FCFA) valid for thirty (30) days beyond the original date of validity of the offers.

On pain of rejection, the required administrative documents must be produced in moose or certified copies Complaint by the service by the issuing service in accordante with the stipulations of the Supplementary Regulations of the Invitation te Tender. They must be less than three (03) months preceding the original date of submission of the Offers.

The opening of administrative document, the technical and financial offers will take place on 30th/10/2019 at 13 hours and will be done in one (01) time, by the Internai Commission of Passing of the Marches of the COMMITTEE OF DIBAMBA, in ils room of meeting.
Only bidders may attend this opening session or be represented by a person of their choice duly mandated.

ELIMINATING CRITERIA
The eliminatory criteria set by the minimum conditions to be met in order to be admitted to the evaluation according to the
essential criteria. Failure to comply with these criteria will result in the rejection of the bidder's offer. These inclucie:

• Suspension of the public order;
• Absence of one of the three volumes;
• Absence of a piece of the administrative file at the opening of the folds;
• False statements or falsified documents;
• Absence of a unit price quantifies;
• Non-compliance of the submission template;
• Non-performance of a contract in previous years;
• Absence of the declaration of non-abandonment of the markets and not belonging of the defaulting companies;

ESSENTIAL CRITERIA
The essential criteria are those essential or key to judge the technical-financial capacity of the candidates carried out the
works, object of the Tender.
The evaluation of the technical offers will focus on the essentiel criteria summarized below and detailed in the tender
documents (RPAO in particular):

• Financial situation;
• Experience;
• Personal;
• Materials;
• Methodology;

The Contracting Authority will award the contract to the tenderer submitting a compliant, technically eligible tender offering the lowest evaluated financial bid.

Tenderers shall remain committed to their tenders for a period of ninety (90) days from the date of submission of the tender.
