In the program for the construction of The University of Bamenda, the Vice Chancellor of The University of Bamenda launches a Restricted National Invitation to Tender for the recruitment of consulting firms for the technical supervision of the construction of pedagogic blocks for the HICM and the NAHPI of The University of Bamenda
This present Invitation to Tender is divided into two (02) lots as follows :

It can be collected on presentation of receipt showing that the non-refundable sum of 90 000 (ninety thousand) francs CFA has been deposited into the special account N° 10001 06860 33598860001 94 of ARMP in BICEC bank.
The Tender File can be consulted at the Directorate of Development, Physical Plant and Infrastructure of The University of Bamenda as this Invitation to tender is published. Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
The bids shall be opened in two sessions. The first phase shall take place in the Auditorium of The University of Bamenda, on the _08th October 2019_ as from 11:00 am prompt, local time by the Internal tenders Board in the presence of the bidders wishing to participate in the opening or their representatives having sound knowledge of the bid they are sitting for.
Evaluation Criteria:
The evaluation criteria shall be based on the report of the quality and cost analysis
Principal criteria for evaluation of each Lot
12.1 Eliminatory Criteria :
- Incomplet administrative documents
- Absence of the bid bond,
- False declaration or Forged documents,
- Had abandoned the execution of a public contract within the past three years within the borders of Cameroon.
- Presence of financial information in the technical offer of the bidder.
- Technical score less than 70%.
12.2 ESSENTIAL CRITERIA:
The technical bids shall be graded following the essential criteria shown below :

The Contracting Authority will award the contract to bidders whose bids have been graded to be the best, that is to say, the bid graded best technico-financially following the stages and the formular below:
12.1 After all the verifications and eventual corrections the financial bid of the bidder shall be graded on 100 points.
12.2 The complete bid , satisfactory and cheapest (after the eventual rectifications of the amounts) will get the total points on 100; the other bids shall be graded on 100 using the formular below:
NS = MMd x 100
MS
NS= Financial mark of the bidder
MMd= Amount evaluated to be least cost
MS= Amount of the bidder
12.3 Formular to determine the cheapest bid (global score technico-financially)
After the evaluation of the technical and financial scores, the technico-financial score shall be calculated as follows:
The technical and financial scores shall be manipulated using the formular below to get the final score for each bidder:
Ntf= (70 x technical score+30 x financial score)/100
The bids shall then be rated in order of merit following their final score (technico-financial score N). The best score N from the rating will be declared the cheapest bidder.
A bidder can be awarded more than one lot.
The bidders shall remain committed to their bids for a period of ninety (90) days, from the latest date fixed for the submission of bids.
