As part of the modernization and professionalization of traditional faculty institutions, the Minister of Higher Education has provided in his budget for the current exercise an endowment for the realization of feasibility studies for the construction of two blocks administrative and educational and amphitheater 1000 of the Faculty of Law and Political Science of the University of Bamenda. It is in this context that the Vice-Chancellor of the University of Bamenda, Delegated Contracting Authority, launches an Open National Invitation to Tender for the recruitment of a consultant to carry out the said feasibility studies..

The services of this contract include: (post or volume of services).

The estimated cost of the operation following prior studies stands at twenty-five million (25 000 000) FCFA All Taxes Inclusive.

The services shall be divided into one single lot

Participation in this invitation to tender is open to all the consulting firms specialized in architectural and technical studies

Services forming the the subject of this invitation to tender shall be financed by the Investment Budget of MINESUP, Year 2019, Imputation 53 18 242 731640 2813.

The file may be consulted during working hours at the Directorate of Development, Physical Plant and Infrastructure of The University of Bamenda as soon as this Invitation to tender is published.

The Tender File can be collected on presentation of receipt showing that the non-refundable sum of thirty thousand (30 000) francs CFA has been deposited into the special account N° 10001 06860 33598860001 94 of ARMP in BICEC bank..

The maximum execution deadline provided for by the Contracting Authority shall be four (04) months.

Under risk of being rejected, each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the Tender File. The amoun of the bid bond is five hundred thousand (500 000) FCFAand it should be valid for thirty (30) days beyond the original date of the validity of the offers.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

The bids shall be opened in two phases. The administrative file and the technical offer shall be opened first followed by the opening of the financial offers of bidders who obtained the minimum required technical score.

Only bidders can attend or be duly represented by a person of their choice.

The opening financial offers shall take place at the end of technical evaluation and shall concern only bidders who must have obtained the minimum score of 70 points.

-       Incomplet administrative documents

-       Absence of the bid bond,

-       False declaration or Forged documents,

-       Had abandoned the execution of a public contract within the past three years within the borders of Cameroon.

-       Presence of financial information in the technical offer of the bidder.

-       Technical score less than 70%.

The technical bids shall be graded following the essential criteria shown below :

The Contracting Authority will award the contract to bidders whose bids have been graded to be the best, that is to say, the bid graded best technico-financially following the stages and the formular presented in the special regulation of the tender file

The contract will be awarded to the best bidder

Bidders shall remain committed to their offers for 90 days from the deadline set for the submission of tenders.
