 Within the framework of the 2020 investment programme/budget of the North West Development Authority (MIDENO), the Director General of MIDENO hereby launches a Restricted National Invitation to Tenderfor the recruitment ofconsulting firms to mobilize and sensitize 5,000 households and train 1,000 households in the three (3) Council areas of Mezam Division on appropriate household solid waste management and to provide material support to 500 households to facilitate household solid waste management in two as indicated above.

Lot 1: To mobilise and sensitise 5,000 housetiolds and train 1,000 households in the three (30 Council areas of Mezam Division (Bamenda I, II and 111) on appropriate household solid waste management

 Lot 2: To provide material support to 500 selected households in the three (3) Councii areas in Mezam Division on solid waste management to aid in composting

• Participation in this manifestation of interest is open to all consultancy firms with sufficient technical competence and national experience in the above mentioned services.

• Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), aswell asthe nature of its business (commercial or not-for profit).

Services which form the subject of this invitation totender shall be financed by: 2020 PIB-MINADER

Each Manifestation of Interest should consist of an Administrative File and a Technical Proposal sealed in separate envelopes, written in English or in French and submitted in five (5) copies each, of which one (01) original and four (04)copies.

• TECHNICAL PROPOSAL Technical documents shall include • Presentation of the consulting firm showing its general references in the domain of expertise

• Qualifications and working experiences ofthe personnel tocarry out the service (dated and signed CVs of each personnel, copies of their academic and professional certificates)

• References on same type and/or similar contracts carried out with proofs

• Adetailed methodology, interactive and participatory tool and approaches on the assignment to be realized

• Aproposed detailed implementation schedule

• Incomplete administrative documents or absence ofa requested document

• Incomplete Technical Proposal

• False declaration or falsified document

• Lack of

appropriate personnel and experience needed

. ESSENTIAL CRITERIA

1- QUALIFICATION OF PERSONNEL FOR LOT 1

The consulting firm should have at least lOyears of experience in environmental management and specifically solid waste management. The team leader should have at least a B.Sc in Environmental Management or anyrelated discipline

TEAM LEADER:

• An Environmental Management Expert with at least a B.scin Environmental Management or any related discipline with 10 years of relevant working experience in solid waste management

KEY PERSONNEL:

• An Agronomist with at leasta Master degree or its equivalence and five (5) years working experience in Agriculture and Rural Development

• A Rural Sociologist with at least a B.Sc. Degree with at least 5 years of relevant working experience in Rural Development

• A Community Development Expert with at least a B.Sc. Degree in Community Development with at least 5 years of relevant working experiencein Community Development.

• A Climate Change Expert with at least 3 years ofrelevant working experience in Rural Development
