Within the frame work of the execution of the 2018 state budget, the State of Cameroon represented by the Divisional Delegate of Public contracts for Bui Delegate Contracting Authority hereby launches a Request for Quotation for the acquisition of an a brand new ambulance to oku district hospital, Oku Sub Division, Bui Division, North West Region

The subject matter of this Request for Quotation is "for the acquisition of A brand new ambulance to Oku district hospital, Oku sub Division, Bui Division, North West Region. Imputation budgetaire NO 5240 530 06 541654 2280 652
The components of this Request for Quotation shall comprise oil the items mentioned in the BIN of Quantities, whose execution shall be In conformity with technical Specifications and Technical drawings, as provided In the tender document and all other regulations and standards in force, in the Republic of Cameroon

Estimated cost:The estimated cost after preliminary studies is Thirty five million (35 000 000) fcfa

Participation in this consultation is open to competent Comeroonian enterprises that are In compliance with the fiscal laws. However, at the time (date) of publication of this tender, no contractor with any record of ongoing and/or abandoned projects in the Republic without any valid justification shall be allowed to tender.

The said works shall be financed asper the programmed budget of the 2018 Public Investment Budget (RIB 2018) of the Republic of Cameroon under theMinistry of the Ministry of Public Health (MINSANTE) asigned to the The Director Oku District Hospital Bui.

SUBMISSION OF BIDS on 26th April 2018 at 10am local time, The Opening and Evaluation of the Bids on 26th April 2018 at 11 am in the conference Hall of MINMAP Bui by the Divisional Tenders'''' Board.

The maximum deadline for the execution provided forby the Contracting Authority shall be Two months (60 calendar days) with effect from dote of notification of the Service Order to start works

Each bidder must include in his administrative documents, abid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and the list of which is found In document No.12 of theTender File, of an amount of seven hundred thousand (700 000) francs CFA, and valid for thirty (30) days beyond the date of validity of bids.

Under risk of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officer) must imperatively be produced in accordance with the Special Regulations of the invitatipri to tender.They must obligatorily be not more than three (3) months old as at the date of submission of the, bids or. established before the signature of the tender notice. Any bid not in compliance with the prescriptions of the Request for Quotation shall be declared inadmissible.

The bids shall be evaluated according tothemain criteria as follows:

 Eliminotory criteria
Ellminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according of the essential criteria. The non-respect of the secriteria leads to the rejection of the bid made by the bidder.
They refer especially to:

• Absence of an administrative document;
• Bids submitted after the deadline or time limit.
• Absence of the bid bond or bid bond not issued directly in bidder's name byafirst rate bank
  approved bythe Ministry in charge ofFinance.
• Deadline for delivery higher than prescribed;
• False declaration or forged documents;
• Bids submitted in unsealed external envelopes,
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.
• Incomplete financial file.
• Technical assessment mark lower than 80% of "Yes".
• Absence of quantified unit price,
• Financial situation below a third of the estimated cost,
• Bidders who have abandoned a project within the last two previous years.

Essential criteria
Essential criteria are primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender.
The criteria relating to the qualification of candidates are based on the following

• General presentation ofthe tender files;
• References of the company in similar achievements;
• Experience of supervisory staff,
• Logistics (Equipment);
• Methodology;
• Financial capacity;
• Attestation of site visit signed by Contractor
• Report of site visit signed by the Contractor
• The Special Technical Clauses (STC). (Each page should be initialed and the last page signedand
  tamped)
• Special Administrative Clausescompleted(each page should be Initialed andthelast page signed
  and stamped);
• Pre—Financing capacity not less than 80% of the amount required in the offer
  The essential criteria are subjected to minima whose detail is given in the Special Regulation of the Invitation to tender (RPAO).

 Main qualification criteria
The criteria relating to the qualification of candidates could be indicative on the following;
The essential criteria are subjected to minima whose detail is given in the Special Tender Regulation (RPAO).
This evaluation shall be done in a purely binary method with a (yes) or a (no) with an acceptable minimum of 80% of the essential criteria taken into account.
The contract will be awarded tothe bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of theTender Documents and having scored 100% of the
eliminatory criteria and at least 80% of the essential criteria

This evaluation shall bedone using the binary method of either (YES) or (NO) with an acceptable minimum technical score of atleast 80% in the essential criteria taken into account. The contract will be awarded tothe bidder who would have proposed the offer with the lowest amount. In conformity with the regulations of the Tender Documents and having satisfied a 100% score in the eliminatory criteria and at least 80% score in the essential criteria.

The bidders shall remain committed to their offers during a period of (sixty) 60 days from the deadline set for the submission of tenders, that is, the tender shall be valid 60 (sixty) days with effect from their submission deadline .

The Delegated Contracting Authority reserves the right. If need be, to subsequently amend this request for quotation in comformity with the Public Contracts Code.
