Participation in this invitation is open to registered qualified contractors of the Republic of Cameroon with financial ability, technical and professional expertise in domain of supplies,who are capable of realizing within the contractual deadline.
The said supplies shall be funded by the Public Investment Budget (BIP) of the Ministry of Public Health for the 2018 financial year assigned to the District Medical Officer, Oku District Hospital - Authorising Officer. With Budget Head No.524053006 451654 2280 612
The Consultation file shall be obtained at the Divisional Delegation of Public Contracts Bui within working hours as from the date of publication of this request for quotation.

Each offer drafted in English 6r French and in six (06) copies including the original and five (05) copies marked as such in accordance-with the prescription of the request for quotation file should be submitted at the Divisional Delegation of Public Contracts for Bui, not later than 10th April 2018 at 10am prompt local time and shall be labbled as follows;

The opening of the Bids in one phase shall be done on 10th April 2018 at 11 a.m in the Conference Hallofthe MINMAP BuibytheBui Divisional Tenders Board. Only bidders may attend or beduly represented by a person of theirchoice,who has full knowledge of the file and mandated in that capacity.The bids shall be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed submission letter
The bids shall be evaluated according to the main criteria as follows:
Eliminatory criteria
Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according of the essential criteria the non-respect of these criteria leads to the rejection of the bid made by the bidder.
They refer especially to:
• Absence of an administrative document;
•Bids submitted after the deadline or time limit,
•Absence of the bid bond or bid bond not issued directly in bidder's name by a first rate bank approved by the Ministry in charge of Finance.
• Deadline for delivery higher than prescribed;
• False declaration or forged documents;
• Bids submitted in unsealed external envelopes,
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.
• Incomplete financial file.
• Technical assessment mark lower than 80% of "Yes".
• Absence of quantified unit price,
• Financial situation below a third of the estimated cost
Essential criteria Essential criteria ore primordial in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender.
The criteria relating to the qualification of candidates are based on the following:
Special Administrative Clauses completed (each page should be initialed and the
last page signed and stamped);
Pre-Financing capacity not less than 80% of the amount required in the offer
The essential criteria are subjected to minima whose detail is given in the Special on of the Invitation to tender (RPAO).

This evaluation shall be done in a purely binary method with a (yes) or a (no) with an acceptable minimum of 80% of the essential criteria taken in to account ( general presentation of the bids 06 points, experience of the company 11, quality of personnel and management of company 11, Technical equipment and tools 05, methodology for the execution of works 07, TOTAL 40 )
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having scored 100% of the eliminatory criteria and at least 80% of the essential criteria.
This evaluation shall be done using the binary method of either (YES) or (NO) with an acceptable minimum technical score of at least 80% in the essential criteria taken into account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied a 100% score in the eliminatory criteria and at least 80% score in the essential criteria
The bidder is bounded by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
The Delegated Contracting Authority reserves the right, if need be, to subsequently amend this invitation to tender in conformity with
the Public Contracts Code.
