Within the framework of 2018 Investment Budget, the DIVISIONAL Delegate of Public Contracts for MOMO, Delegated Contracting Authority on behalf of the project owners, hereby launches, a Request for Quotation for the rehabilitation of the DIVISIONAL Delegation of women's empowerment and family MOMO North West Region.

The services of this request for quotation include the

- Preliminary works

- Concrete/ plastering

- Plumbing works

- Painting

- Electricity works

Participation to this consultation is open to Small and Medium Size Enterprises that are in compliance with the fiscal laws.

This project shall be financed by the 2018 Public Investment Budget of the Ministry of women's empowerment and the family with budget heads as indicated on the table above

Thefile may be consulted and obtained at the DIVISIONAL Delegation of Public Contracts in Mbengwi, Service of Public Contracts Telephone N° 237 674 199 877, with effect from the date of signature of this Tender Notice upon presentation of a receipt attesting to the payment of a non-refundable fee of 20 000 CFA francs (twenty thousand Francs CFA) payable at a Public Treasury, representing the cost of purchasing the tender file.

The tender filein two (02) volumes shall be enclosed in two sealed envelopes.

> Envelope Bcontaining the financial/technical offer (Volume 2).
The two volumes shall then be enclosed in a single sealed envelope bearing only the reference of the tender in question. The different documents of each offer shall be numbered as indicated in the tenderand separated by dividers of the same colour.

Bids will be opened on the 5th April 2018 at 11:00 AM in the conference hall of the DIVISIONAL Delegation of MINEPAT, by the DIVISIONAL Tender's Board, inthe presence ofthe bidders or their mandated representatives withfull knowledge of the files if they so desire.
The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (Alt) and accompanied bya signed model submission.

The bids shall be evaluated according to the main criteria as follows:
A. Ellmlnatory criteria
1, - Absence of a document In the administrative file;
2. -Deadline for delivery higher than prescribed;
- 3, -False declaration or falsified documents;
4. -Absence or insufficient bid bond;
5. -Omission ofaunit price in the financial bid;
6. Any company having a 2017 project, notified to commence in 2017 and which has not yet been received;
7-score less than 13/17 of essential criteria
B. Essential criteria
1- General presentation of the tender files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works

6- Logistics;
7- Attestation and report of site visit;
8- Draft jobbing odder duly filled initialed inall pages signed and dated on the last page.

This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 13/17 of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount (total without taxes), inconformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 13/17 of the essential criteria.

The bidder is bound by his bid for o period of sixty (60) days with Effect from the deadline fixed for the submission of the bids.
