The works comprise the Construction ofaSkills Center for the underprivileged at the Nkumu Fed Fed Multi-purpose Center inBali Sub -Division, Mezam Division, North West Region

The estimated cost after preliminary studies is 62 421271 (sixty two million four hundred thousand two hundred and seventy one) FCFA

Participation in this invitation to tender is open to all Cameroonian companies andbusiness concemed that have proven experience in the field of building construction and civil engineering in general and are in compliance with the Cameroon laws.

Each bid drafted in English or French in seven (7) copies including the original and six(6) copies marked as such, should reach the Governor's Office for the North West in Bamenda, Contract
Award Service not later than 10/12/2019 at 11 am local time and should carry the inscription:

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender isfive(05) months.

The bidder must include in his administrative documents, a bid bond issued by the first-rate banking establishment approved by the Ministry in charge of finance and whose listisfoundin document
No.12 of the Tender File,of 1 248 425 {one million two hundred and forty eight thousand four hundred and twenty five)CFA francs and valid for thirty (30) days beyond the date of validity of bids

Under penaltyof being rejected, onlyoriginalsor true copies certifiedby the issuing service or administrative authorities (Senior DivisionalOfficer, Divisional Officers) must imperatively be
produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or maybe established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender Fileshall be declared inadmissible.
This refers especially to the absence of abid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

The bids shall be opened ina single phase. The opening of administrative documents, the technical and financial bids will take place on the 10/12/2019 at 12 o'clock local time, in the conference hall of the Regional Tenders Board, byits competent members. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files

Evaluation criteria
The bids shall be evaluated according to the main criteria as follows;

Eliminatory criteria

• Absence of bid bond
• False declaration or forged document
• Deadline for delivery higher than prescribed
• Non-respect of 34/45 (75%) of essential criteria
• Absence of quantified unit price '
• Non-compliance with the model bid, bond

• A bid with the external envelope carrying a sign or mark leading to the Identification of the bidder

• Non completion of any project in the previous years in the North West Region and suspended by MINMAP in 2019

iii Essential criteria

• General presentation of the tender files
• Financial capacity
• References of the company in similar achievement visa by the competent authority
• Quality of personnel
• Technical organisation of the works
• Safety measures on the site.
• Logistics
• Special Technical Clauses initialled in all pages
• Special Administrative clauses completed and initialled in all pages

The Contract shall be awarded to the bidder whose bid is in conformity withthe dispositions of the tender file and on the basis of the lowest bid amount, in conformity withthe regulations of the Tender Documents and having satisfied 100% of  the eliminatory criteria and atleast 75% of the essential criteria.

Bidders will remain committed to their bids for ninety [90] days from the deadline set for the submission of bids.
