In line with the execution of the C2D "Regional Capitals 2" program, the State of Camefoon through the Government Delegate to the Bamenda City Council wishes to launch the Open National Invitation To Tender the execution of the works of construction of twenty-five (25) garbage cansplatforms In Bamenda in three phases under the emergency procedure.

The works subject of this contract includes:
> PRELIMINARY WORKS;
> EARTHWORKS;
> FOUNDATION WORKS;
> SUPER STRUCTURE.

The estimated cost of the operation after studies stands at Twelve million six hundred and eighty one thousand nine hundred and ninety nine (12 681 999) FCFA Inclusive of all taxes for fixed phase 1 and conditional phase 1 while fourteen million one hundred and eighteen thousand one hundred and eighty six(14 118 186) FCFA for conditional phase 2, giving a total of thirty nine million four hundred and eighty two thousand one hundred and eighty four (39482 184) F CFA inclusive of all taxes for the three phases).

The works are regrouped in a single lot and in three phasesas follows:
- One (1)fixed phase;
- Two (2) conditlonai phases

Fixed phase: 8 platform

Fixed phase: 1-8 platforms

Conditional phases 2: 9 platforms

Participation in this invitation to tender is opened to all national companies specialized in building construction and public works.

The works subject ofthis invitation to tender shall befunded by C2D - "REGIONAL CAPITAL 2" budget 'Convention CCM 1521 01G du 28 June 2018'
Payments shall be done within a maximum timefirame of 30 calendar days maximum from the date of submission of the approved detailed accounts (bills).

The maximum execution time frame provided for by the Project Owner for the execution of the works subject of this tender is six(6) months I.e. two(2)months perphase;

Each bidder must include In his administrative documents, a bid bond issued by a first rate-bank or Insurance company approved by the Ministry in charge of Finance featuring in this tender file ofan
amounts of seven hundred and ninety thousand (790 000) FCFA and valid for thirty (30) days beyond the original date  of the validity of the offers.

Forfearof being rejected, only originals ortruecopies certified bythe Issuing servicesor administrative authorities(Senior Divisional Officer, Divisional Officers etc...) must Imperatively the produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not Incompliance with the prescriptions of the Tender File shall be declared Inadmissible.

The administrative, technical and financial bids shall be opened In a single phase.
The opening of the administrative documentsandthe technical and financial offers shall take place on the 27th Decemlier 2019 at 1:00 o'clock p.m. precisely by the Bamenda City Council Intemal Tenders
Board at the Bamenda City Council conference hall.
Bidders may attend orbe represented by a duly mandated person.

Theevaluation criteria consistoftwotypes:the qualifying criteria andessential criteria. These criteria are designed to identify and reject bids incomplete or non-complianttothe essential conditions established in the Bidding Documents relating to Offers including the admissibiiity of administrative documents, compliance ofthetechnical offer to the CAD specifications and qualification of candidates.

These criteria are;
" Absence or insufficient Bid Bond;
• False statements orfalsified documents;
• Insufficient financial capacity;
o FinancialCapacity / Surface of 40,000,000FCFA(certificate from a first-class bank),
o Average turnover for the past three years (2018,2017and2016)of 100000000F CFA.
•Failure to meet an essential criterion. (See marking grid in the SRIT page ).
•The unavailability of a signed statement of integrity, eligibility and social and environmental responsibility

. Essential criteria
The evaluation of the technical offers will bemade following the binary (yes/no)based on the essential qualification criteria below:
o bidder's experience;

o human means;
o material means;
o Methodology approach.
References should be recent enough (under 10 years) and justified with extracts of contract.
The details of these essential criteria are specified in the evaluation matrix contained in the Supplementary Regulations of the Bid (Section 4).

The contracts shallbe awarded to those bidders whose bidsshall be Judged essential in compliance with the tender file and are evaluated as the lowest.

Bidders will remain committed to their offers for ninety(90) days from the deadline set for the submission of bids.
