Within the framework of 2020 Public Investment Budget, The Governor of the North-West Region, Contracting Authority, hereby launches an Opened National Invitation to Tender FOR THE REINFORCEMENT OF BAMENDA 111 POTABLE WATER SUPPLY SCHEME, BAMENDA III COUNCIL AREA, BAMENDA III SUB-DIVISION, MEZAM DIVISION OF THE NORTH WEST REGION.

Work to be done consists of:
Construction works
✓ 50m2 pump sump just below Saint Paul Church in stone masonry with internal control room equipped
with iron door to serve asthe pump house 2.5x2.5x2.8m with reinforced concrete roof. Fittings and plumbing accessories (control valves, float valves, elbows, tees etc).
✓ 75m2 storage tank near G.T.T.CNkwen Campus with an internal controlroom equipped with an iron door near the antenna. Purchase of metallic ladder 3m height for access in and out of the storage
tank (Aluminum ladder) inclusive.
✓ Provision and installation of a 1OKW submersible Electric pump (model: PS 4000C 8J5-25D and Mark: GRUNDFOS) capable ofpumping 10m2/hr of water over a distance of 600m and Total
Manometric Height is 60m. Installation of automatic control system (floaters and cables In protective device (PVC pipe 32mm NP6) and other accessories inclusive.
✓ One (01) Control valve chamber (80x80x100cm) in stone masonry.
✓ 1km of pipeline excavation and backfilling.
✓ Supply of 600m of PV CDia. 75 NP 10 (pumping pipeline from pump sump to 75m2 storage tank).
✓ Supply of 400m of PV CDia. 90 NPl0 (gravity pipeline from 75m3 Storage tank).

The estimated cost after preliminary studies is 25 500 000 FCFA (Twenty Five million Five Hundred Thousand FCFA).

The work ts as follows: THE REINFORCEMENT OF BAMENDA ill POTABLE WATER SUPPLY SCHEME, BAMENDA III COUNCIL AREA, BAMENDA III SUB-DIVISION, MEZAM DIVISION OF THE NORTH WEST REGION.

Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

Works which form the subject of this Invitation to Tender shall be financed by the 2020 Public Investment Budget (MINEE).

The file may be consulted during working hours at the Bamenda 111 Council in Bamenda III Sub Division, as soon as this notice is published.

The file shall be obtained from the Bamenda III Council Office in Bamenda III Sub Division, as soon asthis notice is published against payment of the sum of 35 000 CFA francs (Thirty Five thousand Francs CFA), payable at the Bamenda III Municipal Treasury, representing the cost of purchasing the Tender File.

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is one hundred and twenty (120) days.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministryin charge of Finance and whose listis found in document N°. 12 of the Tender File,of an amount of Five hundred thousand (500 000) francs CFA) and valid for thirty (30) days beyond the date of validity of bids.

Under penalty of being rejected, only originals or certified true copies signed by the Issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
Theymust obligatorily not be older than three (3)months preceding the date of submission of bids or may be established after the signature of the tender notice Any bid notin compliance with the prescriptions of the Tender Fileshall be rejected. This refers especially to the absence ofa bid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

The bids shall be opened ina single phase. The opening ofthe administrative documents, the Technical and Financial offers will take place on the 11/01/2020 at 1: 00PM local time, in the conference hall of the Bamenda III Council Office Internal Tenders' Board, by its competent Members. Only bidders may attend or be represented by duly mandated persons of their choice and having a good knowledge of their files.

Thebidsshall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1. Absence or non-conformity of an element in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;
5.Abidwiththe external envelope carrying asignor mark leading to the identification of the
bidder;
6. Incomplete financial file;
7. Change of quantity or unit;
8.Non respect of 37/43 (85%) of essential criteria;
9.Noncompletionof any project intheprevious years intheNorth West Regionand suspended
by MINMAP in 2020.
B. Essential criteria
1- General presentation of the Tender Files;
2- Financial capacity;
3- References ofthe company insimilar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics;
8- Attestation ofsitevisitduly signed bythe Mayor of Bamenda III Councilorbyhonour and report of site visit;
9- Special Technical Clauses initialed inallthe pages;
10-Special Administrative Clauses completed and initialed inallthe pages.

This evaluation will be done in a binary way(yes)or(no)with an acceptable minimum of 37/43 (85%) of the essential criteria taken in account.
The Contract will be awarded to the bidder who would have proposed the offer withthe lowest amount, inconformity with the regulations of the Tender Documents and having satisfied to 100% of the
eliminatory criteria and at least 37/43 (85%) of the essential criteria.

Bidders will remain committed to their offers for sixty(60) days from the deadline set for the submission of tenders.
