Within the framework of ensuring security services in its installations, the Director General of SOWEDA intends to acquire the services of a private security guards service provider for the 2020 financial year. This procedure of request for quotation is in conformity with the provisions of Articles 112 and 113 of Decree N° 2018/366 of 20 Julie 2018 te institute the Public Contracts Code.
The service related to this contract shah comprise the provision of security guard services in SOWEDA installations in Buea as detailed in the Ternis of Reference and Bill of Quantifies given below.

Participation in this Request for Quotation is open to enterprises specialized in the provision of security guard services and which fulfil the requirements of titis Request for Quotation.
The services for which this tender is intended shah be financed by the 2020 Running Budget of SOWEDA (GoC/HDE Line 612060).

The period of execution of the assignment that is subject of this tender shah be 10.5 (ten and a half) months from 15th February to 31e December 2020.
Under risk of being rejected, each bidder must include in their administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry in charge of Finance featuring on the list in Document 12 of the Tender File amounting to FCFA 308,000 (three hundred and eight thousand francs). It shah remain valid for thirty (30) days beyond the original date of the validity of the offers.
Administrative documents must be originals or copies duly certified by the issuing authority in conformity with the Special Conditions of the Tender. They must be less than three months old from the date of submission of bids and must have been signed after the date of publication of the Tender Notice.
Bids that are not in conformity with the provisions of this Notice and the Tender Document shah be rejected. Notably, the absence of the bid bond issued by a le degree banking institution or insurance company approved by the Ministry in charge of finance or the non-respect of the model documents attached to the Tender Document shall lead te the rejection of the bid.

Each bidder shall have to indu& in his tender a standard bid form indicating costs exclusive of ail taxes and taxes included and execution deadlines.
The bids shall be opened in one phase. The opening shall take place on 29/01/2020 at 11 a.m. in the SOWEDEA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders can attend or be duly represented by a person of their choice.
Main Eliminatory Criteria Bids shall be rejected for:
a) Absence of authorisation for the firm to function as private security company;
b) Absence of a bid bond
c) Absence or non-conformity of an administrative document within 48hours after bids opening cl) False declaration or falsified document e) Non-compliance with mode! bid
SOWEDA shah award the contract to the bidder whose bid fully complies with the administrative, technical and lowest bid requirements.
Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of submission of bids.
