Emergency Procedure FOR THE CONSTRUCTION OF THE IBAL-KONDA ROAD BRIDGE, NJIKWA MUNICIPALITY in MOMO Division of the North West Region.

• Earth Works
• Stone works
• Reinforced Concrete Work Substructure
• Equipment
• Finishing

The estimated cost after preliminary studies is twenty five million (25,000,000) FCFA.

Each offerorbid drafted in English or French in seven (07) copies including
the original and six(06) copies marked as such in accordance with the prescriptions of the tender file should be submitted against a receipt at the Njikwa CouncilOffice
not later than 13/02/2020 at 10 a.m local time and should carry the inscription:

The offers or the bids submitted after the stipulated deadline shall not be
received.

The maximum deadline provided by the Delegated Contracting Authority for the execution of the works forming the subject of this Invitation to tender is 4(FOUR) Months

Each bidder must include inhis administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 13 of the Tender File, of an amount of FIVE HUNDRED THOUSANDS, FCFA (500,000)Francs CFA, and valid for thirty (30) days .

Under penalty of being rejected, only originals or true copies certified by the lssuing services or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily be not older than three(3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially tothe absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..

The opening of the bids in one phase shallbe done on 13/02/2020 at 1la.m in the Conference Hall of Njikwa Councilbythe competent tender board.
Only bidders may attend orbeduly represented bya person of their choice,
who has full knowledge of the file and mandated in that capacity.

 Evaluation criteria
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria
1.- Absence or non-conformity of a document in the administrative file;
2. -False declaration or falsified documents;
3. -Absence or insufficient bid bond;;
4. -Incomplete financial file;
5. -Omission ofaunit price in the financial bid;
6. Score less than 20/24 (80%).
7-absent of site visit attestation on honour with at least five photos of the existing bridge take from different positions

Essential criteria

1- General presentation of the tender files;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Logistics;
7- Attestation and report of sitevisit;
8- Special Technical Clauses initialed in all the pages;
9- Special Administrative Clauses completed and initialed in all the pages.

This evaluation will be done ina purely positive way (yes)or negative (no)with an acceptable minimum ofofthe essential criteria taken into account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount, inconformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and atleast (80%)of the essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
