Within the framework of the Public Investment Budget 2020, The Mayor of Isangele

Council, Contracting Authority, hereby launches an Open National Invitation to Tender for the

RURAL ELECTRIFICATION OF ISANGELE (BATEKA, ORON, AMOTO) IN NDIAN

DIVISION

The works comprise in a nutshell:

v'  Maintenance of an existing generator

v'  Supply and installation of a new generator,

v'  Construction of a LV line,

v'  Sundry expenses.

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The works which form the subject of this invitation to tender shall be financed by Public

Investment Budget of the 2020 financial year; Budget Head ~   

The complete tender file may be obtained from the General Secretariat of the Mayor of Isangele  Council,  upon  presentation  of  a treasury  receipt  attesting to  the  payment  of  a  non­ refundable sum of Thirty  thousand  (30,000) CFA F, at the Municipal Treasurer office.

Each bid drafted in English or French in six (06) copies including the original and five (05) copies marked as such , should reach the private secretariat of the Mayor of Isangele Council against a receipt not later than 14/02/2020 at 12 noon local time and the outer envelope labeled

DURATION OF EXECUTION:

The maximum period provided for the execution of the works is fixed at three (03) months.

Each  bidder  must  include  in his/her administrative   documents   a bid  bond issued  by a first rate bank approved  by the Ministry  in charge  of finance  and recognized  by COBAC

(Commission   Bancaire  pour  l'Afrique   Centrale)  featuring  on the list in Document   12 of the tender file of an amount  of Seven  Hundred    Thousand    (700,000)  CF AF with  a validity  period  of ninety (90) days from the date the bids are opened.

Under  penalty   of  rejection,   the  required   administrative    documents   must  be  imperatively produced   as original  documents   or photocopies   certified  as  authentic  by the  issuing  authority,   in accordance   with the  Special  Regulations   of the Invitation   to Tender,  within  the last three  months, otherwise  they shall not be accepted.

Any  bid  not  in compliance   with  the  specifications   of  this  tender  notice  and  file  shall  be declared  inadmissible.  Notably,  the absence  of the bid bond  issued  by a first rate bank  approved  by the Ministry  in charge  of finance  or its non-compliance   with the model  documents  of the tender  file shall lead to outright rejection  of the bid without  any possibility  of appeal.

The bids shall be opened  in a single (01) phase.  The opening  of the administrative/technical files  shall take place  on 14/02/2020  at 1:00 pm local time by the Tender Board of the Contracting

Authority in the Isangele Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power ofattomey).  Only financial bids of bidders who have scored at least 70% in the first phase shall be opened at a later date.

}o>       Site Foreman having less than five (05) years of working experience;

The contract should be awarded to the contractor presenting the best administrative and

technical  files.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
