Within the framework  of the implementation   of project  activities,  the Project  coordinator of the Agricultural   Infrastructure   and  Value  chain  Development   Project  (AIVDP)  hereby     launches  an Open  National   Invitation   to  Tender  for the  construction   of Phase  2 of the  Head office  of the Agricultural   Infrastructure   and  Value  Chain  Development   Project  for the South       West    Region (AIVDP)  - By Emergency  Procedure.                                                                              

The works  that are subject  of the present  tender  shall be in 01 (one) Lot. The various works to be executed  are as follows:                                                                                 

-     Preliminary  works                                                                              ~

-     General  earth works  for the construction  of the fence and pa1~

-     Painting  &Decoration                                                            0 ~                                 

Electrification

Plumbing  works                                                                   ~ Construction  of the fence                                                    ~Landscaping  and Pavement  of the yard                ~Rehabilitation   of existing  buildings

The  estimated   cost  of  the  works   following prior studies stands at     at  FCF A  125,000,000   (one hundred          and  twenty  five million  FCFA

Works   which   form   the   subject   of  this invitation to tender shall be financed by AIDVP Government of Cameroon funds for the 2020 financial year .

The file may be consulted  during working hours at the AIVDP office in Buea , Tel./FAX : 233-32-11/12 as soon as this notice is published during working hours from 7:30 a.m  to 3.30 p.m Mondays to Fridays .                                     

The file may be obtained from the same address above , as soon as this notice is published against payment of the sum of 100.000 ( one hundred thousand francs CFA) payable into the CAS-ARMP account in any BICEC BANK BRANCH .

Each offer drafted  in English  or French  in 07 copies  including  01 original  and 06 copies  marked as such, should  reach  the AIVDP  head  office  Buea not later than Thursday,    27 February 2020 at 10 am and should  carry the inscription:                                                                                ~

The maximum  deadline  for the execution of the works shall be 06 (six)  shall months   from the date of issue of Service Order for the commencement of works

Each bidder shall include in their administrative documents a bid security ( in conformity with the model given in the annex ) amounting to FCFA 2.5000.000 ( two million five hundred thousand) francs CFA .

The bid security must be issued by a banking or insurance institution approved by the ministry of finance

 ( see list in the annex .)

Subject to being rejected,  documents  in the administrative   file must  include only                 originals  or true copies  certified  by the issuing  service  or competent  administrative   authorities   in accordance  with the Special  Regulations   of the invitation  to tender.  These  documents must be less than three  (3) months  old or established  after the signing  of the tender notice.       ~

Any   bid   not   in   conformity    with   the   prescriptions    of  tender File   shall   be   declared

inadmissible.   Especially   the  absence   of  a  bid  bond  issued by a first-rate   banking/insurance establishment   approved   by the  Minister  in charge  of  Finance or the  non-respect   of the  model documents  in the tender  file shall lead to a pure and simple rejection of the bid.

The bids shall be opened  in a single phase.   The administrative  technical  and financial  bids shall

be opened  on Thursday,    27  February    2020  at 11 o’clock      local  time  by the  AIVDP  Special Tenders  Board  in the AIVDP  Project  Conference room in Buea in the presence of the bidders or duly authorized  representatives   having  full knowledge of the file ( power of attorney)

Essential  criteria                 ~

The following binary mode of evaluation shall be used  :

The non-respect of at least three (03) of the above criteria shall lead to the elimination of the bid.

Only bids that would have obtained a score of at least 70% of “YES «responses in the technical evaluation shall be retained for the financial evaluation.

The contract shall be awarded to the bidder with the least financial offer after having qualified administratively and technically.

Bidders will remain committed to their offers for a period of 90 days from the deadline of submission of tenders
