Within  the framework  of the implementation   of its 2020 approved of activities the Director

General  of the South West  Development   Authority  (SOWEDA)   hereby launches  an Open National   Invitation  to Tender  for  the  Rehabilitation   of the fence of the        Administrative Garage  in Buea.             

The nature  of works  shall  be the rehabilitation   of the fence of the Administrative   Garage

situated  in Buea, South  West  Region.

The various  works  to be executed  shall include:

-     Preparatory  works

Foundation  works                                                               ~ Elevation  works       

The estimated   cost                 vork  following  prior  studies   stands   at  the  sum  of  FCF A

15,000,000  (fifteen  million)

This  National  Invitation  to Tender is open to Cameroonian   enterprises/contractors that have proven their ability  and expertise in  the execution of works

The  work  which forms the subject of this invitation to tender shall be financed by the 2020 MINADER Public Investment Budget Allocated to SOWEDA

Interested bidders can consult  file  at  the  Head  Office   of  SOWEDA,   Buea (Department     of Administration and Finance during  working   hours  (7.30  a.m.  to  3.30 p.rn.) MONDAY to friday          

The file may be obtained from the same address above , as soon as this notice is published against payment of a non-refundable fee of 25000 ( twenty five thousand ) francs CFA , into the CAS-ARMP Account N° 335 988 in any BICEC BANK BRANCH .

later than 26/03/2020 at 10.00 a.m,  local time and labelled  as follows:                         ~

Open National Invitation to Tender N° 003/20/ONIT/SOWEDA/SITB/MINADERPIB/2020 of  21/02/2020 for the Rehabilitation of the fence of the Administration garage in Buea .               .                        .

The maximum  deadline  for the execution      of the works shall be 02    (two)  months   from the date of issue of Service order for the commencement of works                                                       

Each  bidder  shall  have  to  include in his tender a standard  bid  form  indicating   costs exclusive  of all taxes and. taxes  included and work execution deadlines.

Each bidder shall include in their administrative documents a bid security ( in conformity with the model given in the annex ) amounting FCFA 300.000 ( three hundred thousand francs .)

The bid security must be issued by a banking institution approved by the Ministry of Finance ( see list in the annex)

Under  penalty  of rejection,.the    required  administrative  documents must imperatively produced   as  original   documents   or  photocopies   certified   as  authentic by   the  issuing

authority,  in accordance   with  the  Special  Regulations  of the  Invitation Tender,              within                                  . the last three months,  otherwise  they shall not be accepted.

Any bid not  in compliance   with  the  specifications   of this  tender notice   and  file  shall be declared  inadmissible". Notably,  the absence   of the bid bond issued by  a first rate  bank approved   by  the  Ministry   m  charge  of  finance  or  finance or its no compliance  WIth the  model documents   of  the  tender   file  shall   lead  to  outright   rejection of the          the  bid  without   any possibility  of appeal.

11 -     Opening   of Bids

The administrative, technical and financial bids  shall  be opened  on 26/03/2020 at  11.00  a.m local time       Internal Tenders  Board in  the SO\VEDA   Conference  hall , in the  presence of the bidders or duly authorized representatives having full  knowledge of the file (power of attorney )

The contract shall be  awarded  to he b.idder  with   the  least  financial   offer  after having qualified  administratively   and technically.                                                                           

Bidders  will remain  committed  to their offers  for aperiod   of 90   days  from the deadline of submission of tenders
