Within the framework of the Debt Relief Contract (C2D) with France, the Government through the Ministry of Public Health receives financial assistance in the form of Budgetary Support for interventions in the northern regions with a view to making lighting facilities available in health facilities in the Northern and East regions of Cameroon. The problem of availability of electricity has also been identified in these regions. To address this issue, a major study was carried out and resulted in the solar solution characterized by the free source of production and the reduced maintenance costs of its installations.
Thus, in order to improve the quality of service in health facilities and to ensure the proper functioning of some basic equipment (freezers, operating room, sensitive computer equipment, covering machines, etc.), it became necessary to develop a project for the supply and installation of photovoltaic mini-solar power plants and solar street lamps in some health facilities in the Far North, East and Adamawa regions.
Therefore, to support the Minister of Public Health in the achievement of its work, it is necessary to be assisted by the close supervision of a project manager in accordance with
ARTICLE 78.- of the Public Contracts Code (Decree n° 2018/366 of 2 0 June 2018 on the Public Contracts Code)
The purpose of this Call for Expression of Interest is to pre-qualify Engineering firms in charge of monitoring and controlling the supply and installation works of mini-solar photovoltaic power plants and solar street lamps in some Health Facilities in the Far North, East and Adamawa regions.
Services to be provided are: for monitoring the work on all the five (05) health facilities during the duration of the work.
The financing of this service will be ensured by the Public Investment Budget of the Ministry of Public Health for the 2020 financial year.
Each tender file shall include: one (1) technical file written in English or French and in four (4) copies of with one (1) original and three (3) copies, shall be submitted to the Division of Studies and Projects of the Ministry of Public Health (MOH), Room B305, Tel: 222 22 42 83 / 699 75 86 70, no later than 31 Août 2020, at 1p.m. local time, and against receipt. 3) References of the technical consultant
The technical consultant or group of technical consultants shall produce a list of its references in the field over the last ten (10) years, including at least the projects. In order to be taken into account in the evaluation, each reference should be supported by the provisional or final acceptance report of the services performed or proof of at least 80% of the services performed (photocopies) including photocopies of the first and last pages of the related registered contract or the certificate of completion issued by the Contracting Authority.

H.2 Essential criteria
The technical file shall be evaluated on 100 points and according to the following criteria :
1) - Management staff (40 points);
2) - Technical and material resources (13 points) ;
3) - References of the technical consultant (30 points) ;
4) - Methodology note (17 points).
At the end of the evaluation, only bidders with a technical score of at least eighty (80) points out of one hundred (100) shall be pre-qualified for the national restricted invitation to tender.
