Within the framework of the execution of the 2020 State Budget, the Governor of the South West Région hereby launches by ernergency procedure, an open national invitation to tender FOR THE CONSTRUCTION OF THE REGIONAL DELEGATION OF ART AND CULTURE FOR SOUTH WEST,PHASE IV

1. 1.     The works comprise nolabty:

This involvos the realisation of the Iasks ouilined in ihe bills of quantifies and cosi eslirnates and elaborated in ihe special technical clauses cornprising notably:

-     Silo irbtallation;

- Eleva lion works ;

-  Electricily works ;

The estimeteded cosi after pretiminary sludies stands al Twenty millions (20.000.000) FCFA.

The tender is open ta duly registered Comeroonian Fnterprises that fulfill the requirements of Ihis invitation to tender.

Works which formed the subject of Ihis invitation io tender shall be financed by the PUBLIC INVESTMENT BUDGET 2020 of MINAC.

The tender file may be consulted during working hours al Governor's Office at  the south west door 014 ; tel 233 32 25 07.

The tender file may be acquired from The Governor's Office for the sout h west, door 014; tel 233 32 25 07 upon presentation of a non- refundable: Treasury receipt (payable at  the Regional Treasury Buea) of Twenty six thousand (26.000) FCFA. Such a receipt shall idenlify the concerned bidder

Each bid drafled in English or French shall    be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise  and should reach Ihe Governor's Office for the soulh wesl, door 014; latest the 20 Mars 2020 at 10:00 am and should carry the inscription:

1. 1.     The maximum duration of execulion provided for by the Contracting Aulhority is shree (03) months. This duration is as from the date of notification of the service order to star I work.

Each bidder must include in his/her administrative documents, a bld bond that respects the models of Ihis tender file, issued by a first-rale banking establishment approved by the Minisiry in charge of finance, (see list in document No. 12 of Ihis tender file), of an amount of four hundred thousand (400.000)FCFA.

14.2. Main qualification criteria: The evaluçeon of the bids shall be done on predefined lechnical criteria on a global mark of 100. Tre; criteria relating lo the qualification of candidates could indicatively be on the following:

• Finc..Incial situation.
• Experience of the enterprise.
• Persor      lo be mobilized.
• Equipment put al the disposai of the project.

the jobbing contracis shall be awarded lo the bidder whose bid is in conforrnily to the dispositions of Ine tender file and on the basis of the lowest bid and lechnical quality, in accordante with article 99 of the public contracts code

The bidders shah! remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
