Within the framework of execution of Budget of MOGODE Council, MAYOR OF MOGODE Contracting Authority, hereby launches an Open National Invitation to tender OF TWO (02) PRODUCTIVES DRILLINGS EQUIPPED WITH THE MANUALLY-OPERATED PUMP IN LOCALIES OF KINGUING AND MOUFTOUM-KORTCHI IN MOGODE Subdivision; Mayo-Tsanaga Division; Far North Region.

These works comprise the following task For each drilling:

Preliminary hydrogeological and geophysical studies;

Rotary drilling and down-the-hole hammer drilling;

Drilling equipment (casing and gravel filter);

Development, pumping and flow test;

Surface equipment or superstrucures (well-coping, slab anti mire, culvert, scal pit and cement wall blocks of 15x20x40, rough on 1.20 m high); India mark II handpump installation;

Physico-chemical water analysis and chlorination;

Training of the committee in charge ofthe well's management;

Planting trees

The estimated cost ofthe operation following prior studies stands is (17 000 000) Frs Cfa.

Participation in this tender shall be opened on equal conditions to Cameroon-law contractors with proven experience in the field of hydraulic and companies approved by the Ministry of Water Resources and Energy part ofthe year 2016. TENDERS RECEIVED AFTER THE SUBMISSION DEADLINE SHALL BE REJECTED.

The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works subject of this tender shall be tree (03) months.

A provisional guarantee issued, in keeping with the model indicated in the tender file by a first class banking institution approved by the Ministry in charge of Finance listed previousiy in the tenders offer document N°12 of an amount of (340 000) Frs Cfa and valid for a period ofthirty {30} days

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Special Conditions of the invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice. Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

Tenders shall be opened (01) once on the15 /11/6 /2016 at 11 am, in the meeting room of the Mogodé council in the presence of bidders or their duly appointed representatives with perfect knowledge of the bid they stand for.

Tenders shall be evaluated in three (3) stages:

Stage 1: Verification of each tender for compliance of the administrative file.

Stage 2: Technical evaluation of compilant administrative files.

Stage 3: Verification of the financial offers of contractors with compilant administrative and technical files

Turnover in hydraulic engineering works during the last three (3) years of less than thirty Millions (30 000 000) CFA F; Failure to show proof of the execution, as the main contracter, during the last three (3) years of the construction ofat least one-storied hydraulic works;

Non-existence inthe technical proposai ofthe rubric"organization, methodologyand planning";

Failure to meet at least (70%) out of the essential criteria;

Financlal offer

Incomplete financial offer;

Non-compliant documents;

Omission ofa quantified unit price in the financial offer;

Absence of a sub-detailed price.

The technical proposai shall be evaluated as per the following 52 essential criteria:

Presentation out of 3 criteria;

Supervisory staffout of 12 criteria;

Site equipment to be mobilized out of 12 criteria;

Methodology out of 13 criteria.

Contractor's references and pre-financing capacity out of 12 criteria.

The Divisional Delegate of Public Contracts, Contracting Authority, shall award the contract to the bidder, whose offer is considered the lowest, in compliance essentially with the prescriptions of the invitation to tender.

Bidders shall remaln bound by their bids for a period of ninety (90) days with effect from the tender submission deadline mentioned above
